They are all souls of previously living people, yes. But, no, they do not necessarily have to look like the people they were previously. Essentially, you don't take your body with you when you die. Your soul is carted off to behind the Veil and when the Veil was opened, all these souls shot out across the land. When they touched down, they took on the form of a human body.
