Atlantic City is a resort city on New Jersey's Atlantic coast that's known for its many casinos, wide beaches and iconic Boardwalk. Established in the 1800s as a health resort, today the city is dotted with glitzy high-rise hotels and nightclubs. In addition to gambling at slot machines and table games, the casinos offer spa treatments, performances by famous comedy and music acts, and high-end shopping.

Zoom in on the Royal Flush Casino - Currently run by five people:

Rayleen Thorne - The Queen of Hearts

Jonathan "Jack" Hart - The Jack of Hearts

Harlan King - The King of Hearts ( Harlan has no powers, unlike Rayleen and Jack, unless being rich is a power. He's the money behind the casino. )

Cassandra Sandsmark - Fomerly Wonder Girl now operating as the Ace of Hearts. She's befriended Rayleen and only dons the "Ace" costume for public appearances related to the casino/hotel.

Mark Tennyson - 10 of Hearts Ex-Con, trying to make things right ( According to him ). Has the ability to split in to 10 distinct versions of himself. He's a part owner because he invested his whole trust fund but currently works as the entire waitstaff in the bar and grill in the Royal Flush Casino.

But into the hotel one day, walked two unmistakable rogues, who give Rayleen and Cassandra reason to worry...

He strolls over to where the ladies are getting out of the Ricochet.

" Ladies, we need to keep all of these people here, until we can get this sorted out. Heron, perhaps you can collect samples to compare with the database ? "

With that, he walks over to get onto the bus. He is still walking with the limp.

"Ladies and Gentlemen, forgive us this interruption of your travel plans. My name is Grady Murtaugh, I am contracted private security for one of the fine casinos in Atlantic city. We, my compatriots and I believe a wanted meta terrorist and mass murderer is hidden here on the bus with you. One of us is going to ask for voluntary samples of your DNA. Should you decide against volunteering, you will be asked to wait for the authorities who are on their way. Thank you for your co-operation. "

All of the various "Arcades" submitted to the testing... but none of them tested as positive as the actual "Arcade."

SHIELD arrived, with several cars and their own transportation bus and began processing all of the fakes...

Just as they were about to give up on him being there...

"No one thought to check the lavatory?" Agent Jill Cardiff came out of the bus with a man dressed leather jacket, button down shirt and jeans, with the same basic height and weight as Arcade, walking up to Heron, who performed the test.

It was him.

"I want my lawyer. I've retained Chao and Benowitz." Is all he said, as he was brought in by SHIELD, who finished the cleanup.

Epilogue

• Nygma gets transferred to an A.R.G.U.S. Hospital, to nurse him to health and to determine his status. The initial diagnosis is paralysis from the waist down, but it is possible after treatment and time to heal, that he may walk again. He is to be left in A.R.G.U.S. custody pending further investigation. A plea deal of some sort seems imminent. Anyone with any sort of savvy would realize that Nygma is most likely being utilized by Task Force X.
• Arcade spends exactly 72 hours in that SHIELD facility before Chao gets him out with the conditions of a GPS micro-implant, $10 million bail, and weekly check-ins with SHIELD, all of which he gladly agrees to, pending trial. The counts that they were able to make stick because he plead no contest to them ( Evading Arrest, Obstruction of Justice) were recommended a punishment of 5 years probation at the preliminary hearing Several lawsuits are filed against the "vigilantes" and SHIELD, none of which have enough evidence to go anywhere. But that wasn't the point - those lawsuits will tangle up in the system for years, and if even one finds in his favor Arcade will be able to claim false imprisonment due to legal violations that led to his arrest.
• Meg Watts is set up with a real identity, courtesy of SHIELD, who also insisted that she check in occasionally with Lincoln. Agent Cardiff asks Grady if he would consider employing her - in exchange for a small monthly stipend and Cardiff's direct line in case of future 'problems'.
• The Ferris Wheel continues to spin lazily in space, where if one could hear, occasional cackles of Machiavellian laughter would be heard.
