I decide elements, but ill let it slide. You didnt have to choose a style btw. Ill give you values for jutsu later. Also every Kage can learn 1 S-Rank that doesnt count to the total list of jutsu.

    Kotone has a complex personality ranging from refine and elegant to down and dirty war maiden. She has an expensive taste but does well not splurge often and only spends her own money on personal fineries. On the other hand, she has a vicious reputation that proceeds her in the name of her people, by the right of her people. The Otokage takes a firm but fair approach at leading, and while the counsel's opinion is appreciated, however slight, her headstrong approach at tackling problems puts them on the sidelines. Kotone prefers and promotes an environment that challenges and unlocks the full potential of her Shinobi, boasting a safe haven for skilled Shinobi to inspire to be the best, but to become a threat to Otogakure in anyway, shape or form evokes immediate silence.
    When not in her tower pouring over paperwork making sure everything is in order, she can be found privately training or exploring, carelessly dumping her responsibilities on her assistant in an occasional bout of restlessness. She has been known to pose as an ANBU in the past.​

    Past:
    As a genin, Kotone was a soft spoken, self conscious student in a team mainly composed of Kakkei Genkai users and Bloodline possessors, but with their own self-proclaimed genius being a self-righteous sexist, she learned to gain a backbone pretty quick and, while it took years to do so, eventually earned his respect through strenuous training and missions that often undermined their skill. After the Chūnin exams she became more open and inclined to voice her thoughts on a matter, even gaining a playful edge when it came to her other teammate, an eccentric medical shinobi with a violent streak he did well to hide until the last moment - when it was too late to run.

    Unfortunately for the unlikely team, the shinobi world decided to put an end to their carefree antics. Their self-proclaimed genius had the brilliant idea to go after some missing nin after they had crippled his father and shattered his career as a Joūnin, and his teammates couldn't let him go alone. Without their mentor to provide and back up, the three encounter the nin just as they reached the borders of the Land of Sound. It would be the last mission they would ever do together.
    Yin
    It was the trauma of having her teammates killed in front of her was what provoked a change for the worse in the girl. She became colder and calculating, even going as far as taking her teammates strategies and developing them as her own. Even though their team had been so cruelly disbanded, her mentor continued to train Kotone and aided in finding a style to match her strengths.​

This also means that the fights may become drawn out, the kage 'bleeding' her opponent with nicks and shallow cuts.​
