System of Government:
Winterhaul is governed by the Obsidian throne held by the King of Wind, and the Court of Stone; its politics was once described by the Reinkuni philosopher Akiyama Kaede as "like a bunch of humming birds fighting over a bowl of sugar water".
The court of stone consists of nine thrones held by the Lords of Stone separated into three tiers of power. A throne from each tier is held by one of the three stone houses: Sedimentary, Igneous, and Metamorphic, each given the name of a stone from it's house's respective rock type.
Sedimentary House:
The thrones in the Court of Stone are inherited by blood line of their current holder as such there are laws preventing more than one throne from being held by a single family.
*Power trades in Winterhaul must be initiated by a seat of lower power. That person must provide proof of the higher seat having failed to perform their duties in some aspect, and then obtain a two thirds majority of a vote from the appropriate court. For a position on a throne that would be the Court of Stone, for just about any other position it would be from the Noble's court.
Trades of thrones in the Court of Stone can only happen between adjacent tier levels, with the exception of the first tier (the lowest). Members of the Noble's Court can challenge for one of these three positions.
To obtain the Obsidian thorn and become the King of Wind, one must first hold a throne in the third tier of the Court of Stone, and then prove to the court that the current king has failed to fulfill the requirements of a king. The candidate must then obtain a three quarters majority vote form the Court of Stone.
The result is that politics in Winterhaul is a windstorm of alliances made and broken with frequent power trades. The citizenry of Winerhaul can for the most part ignore the more intricate goings on of the government because the duty requirements and the resulting competition ensure they are well taken care of.

Basic terrain and weather:
Winterhaul is a nation of high plateaus with some extremely tall mountains towards the center of the country. Being, for the most part, right on the equator it's hot and dry consisting mostly of a high altitude dessert environment. It gets frequent powerful rainstorms only in it's mountainous area and the water the rain provide fills the numerous rivers that have cut canyons and valleys into the plateaus. The river valleys are largely the only fertile land in the country and are famous for their fruit.
Notable and Interesting Facts:
The Obsidian Throne changes hands an average of once every six years. The lower thrones of the Court change about every two years.
Winterhaul exports rare quarried stones and refined metals alongside its seasonal crops of fruit.

Anything Else?:
Winterhaul's part of the reconciliation contract reads that "The eldest child of the current King of the Wind at the time at which the invitation for reconciliation is received shall go for Reconciliation."
In Winterhaul it is considered bad form to hold a grudge. Back stabbing is commonplace in politics and It's hard to make enemies your friends again if you hold on to such things
