A fatwa is a legal ruling based upon the opinions of a religious scholar in Islam. Unlike Western secular law, it is non-binding and not universally held since the structure of Islam is very informal compared to Christianity; as well, there are different legal schools within Islam that all share different points of view. If Pao was going to be more accurate, he should have said I made a decree just like the Pope.
