Personality: Joe is a rather average person as far as Fairy Tail goes. He's never the one who's out there doing the amazing stuff. He's finding lost cats and maybe taking down a bandit or two. When there's something big happening, he'll be back fighting the weak rabble while all the really amazing people go about running headlong into the enemy stronghold. No one in the guild ever faults himself for this, of course, other than himself. His older brothers would never fault him over it either but they don't need to for him to draw the comparisons as they rush into the front lines while he stays back for numerous reasons. For one, he's scared of getting hurt. No more than any other normal person he supposed but most of Fairy Tail was hardly so normal in comparison. Sometimes he wonders to himself whether he's mostly here due to his family and less so because he really deserves it. The fact that his talent with the family requip magic being about as close to zero as it comes didn't help much. His lack of talent with a sword made it even less. It wasn't like he didn't try but his talents lied elsewhere. Well, his area of relative talent anyway. The arc of time magic found its way to him more than he found his way to it. After seeing a different arc of time once, the idea just seemed to click with him. Intuitively able to understand certain basics, he found himself able to use it in very small amounts. It wasn't the kind that wrecked maker magic inherently. He couldn't send things too far forwards or backwards. But he made it work.
Magic: Arc of time - self. This magic is similar to the normal arc of time but different in application. Joe cannot send things forwards or backwards very far. Instead, he uses it to create acceleration or curb it. Like sending a projectile a fraction of a second back in time before it was shot or thrown would make it slower or make it stop completely. Sending his boot forwards in time would allow him to move extremely quickly, faster than he could normally manage. Of course, it is limited somewhat by his top speed. He can move about 3 times as fast as he can normally run without wrecking his body. Any more than that would probably tear him to shreds and he wouldn't be able to hold balance. The only part of it with the parallel world subtype he can manage is an attack multiplier using different parallel possibilities. However, he does have to actually go through all the individual motions. So it eats at his stamina to use flurries of attacks and as his base strength isn't great. A lower amount of strength even multiplied still is only so great and a lot of opponents he can barely hurt no matter how many times he hits them for this reason. Here's an abbreviated version. He will rename these at some point. This doesn't represent everything Joe can possibly do but it is all he knows how to do.
Blitz - Joe sends his shoes into the future after starting to run or jump which allows him to accelerate to top speed instantly and increase that speed to up to 3 times his normal. It is only his shoes, though, so he can't turn or stop very easily. He hasn't figured out that he can use blitz in reverse to slow down or turn quickly. That will admittedly put lots of stress on him, though. This is of course impossible to do barefoot.
Future Flow - Joe attacks across multiple spaces at once representing any number of possible attacks. He currently uses a sword for this though he will eventually drop it in favor of something else. It also works with any other attack but once again requires him to use something to attack with. To do it on a kick, he needs a shoe, for example.
Bullet time - An incorrectly named skill. Joe pushes an attack backwards in time where it had less or no momentum momentarily to allow himself to dodge it. He has to be in extremely close proximity to it for this to work, specifically his hands. While it does end up with a bullet time looking effect, Joe is only moving at normal speed. The attack just moves slower. He also must see it coming well ahead of time to make this work. Pushing things backwards in time is very difficult for him. He also needs to grasp the timing correctly. If tthere's any kind of tempo change, he can easily miss unless dealing with something very large.
Joe is currently not equipped to use his magic to the fullest. For example, his shoes are normal tennis shoes. It takes him a lot more effort to use blitz whereas if he were to wear weighted boots, it'd be easier to generate the momentum and future flow would hit much harder. Future flow can also only handle a few sword strikes because each strike comes at a pretty different angle and each copy requires a separate spell whereas a flurry of repeated attacks from the same direction could be accomplished in just one. His clothes are rather haphazard, making it more complicated to use blitz on them to keep him balanced while using blitz. If he was wearing fewer, less wavy pieces of clothin, it'd be simpler to get the spell off. Unlike many others, he can't fight so well in absence of his magic being more flimsy and less buff so to remotely keep up, he has to cast spells constantly. This is taxing on his mental, magical, and physical stamina all at once. So casting fewer spells or making them less complicated or more compact is vital to him being able to fight for any extended period of time. Raising his base abilities directly makes his magic stronger and more efficient seeing as it is basically just multipliers.
Bio: Joe was very much unlike his brothers from the start, not that he ever wanted to be. Dark and Eric were tall, strong, fast, and skilled with the sword. They were talented and nice about it. They never made him feel bad when he messed up with stuff which was a lot of the time and never pointed out how he looked a bit different from him. At first he chalked his failures up to the noticeable age gap but it didn't take all that long for him to realize that it was more than that. They were just better than him in pretty much everything regardless of age. Even after he got arc of time, the thing that he originally figured would make him special, he found to his dismay that he could still barely keep up with his older brothers and even if he might be as quick as them, maybe a little quicker, he was still far weaker, a piece of tissue paper, burned himself out faster, and most of all was a coward in comparison. All these things continually bothered him. A lot of people told him about how strong arc of time was supposed to be and about how once he got the hang of it, he'd be so much stronger but he's had the arc for five years now without much progress beyond what he achieved in the first month or so. He tried hard, trained a lot, and even tried some of the weirder suggestions. Getting fired up did him not a whole lot of good because he just didn't really feel it. It was a half baked feeling to blanket over his reminding himself of his limitations. And while he is very happy in Fairy Tail, he has quickly fallen to what he thinks of as "the support group". He doesn't mean to look down on everyone else that isn't in the front lines, leaving him to think of various justifications why its okay for them to be here and him not (one of the common ones is how he's back here despite having one of the rarest and most powerful magics in the world) as opposed to leading the charge with his older brothers. He keeps an upbeat if often quiet attitude most of the time, internalizing his concerns but plenty can read him like an open book. More than anything else, he wants confidence but he can't seem to muster it up.
