Though I'm currently playing Skyrim obsessively with 180+ mods, I would suggest Oblivion. I really, really love Oblivion, faults and all, and I have been wanting to replay it for a while. With mods it can be absolutely gorgeous, as well; the lush forests are something you just can't achieve with Skyrim. Also, I love the music in Oblivion, much more so than Skyrim.
That being said, I would really suggest playing it on PC if for nothing else but the mods. The biggest area Oblivion lacks in is the leveling/combat system. There are a lot of good mods to remedy those issues. I know people groan at the thought of "this game is great if you mod it," but seriously, TES games were designed to be modular. It's not as if the games are unplayable without mods, it's just that they enhance them pretty wonderfully.
Especially with mods like posh mudcrabs.
