According to law, whoever holds a demon license is a demon. You also cannot hand it back to the person you took/revoked it from.

Okay, but according to the law from the book on demon licenses " All court hearings between a wizard and demon must be held amongst a wizard's chosen peer ( this chat) and the demon's mortal enemies ( angel) You also get represented by an angel.
 
Where are we going to find an angel?
