Oh, I know that feeling bro. It's a shame when artistic minds don't quite have the artistic skill to back it up >.<

I usually feel that way about sketching/painting/whatever.

I get all these stupid ideas in my head that I want to draw, but I can't.

So I just write them instead.

On the other hand, I've got lots of stuff to build on, but I can neither write or draw well.

I tried finding a suitable .gif. but I think I'm too sad for that, so I stopped halfway. Sorry man.
 
@Emperor of Gallifrey could you please remove those reply-pieces from your post.
While I advocate not having to explicitly mention the players my characters are responding to, I can understand the need in some cases.
I advice you to use the link-option, maybe use the first word as a link to the player whose character yours is responding to ^^

@The Smoking Peanut @Rion I would say it is partly dependent on the situation, in cases like a direct conversation between two characters not affecting anyone else, a bit quicker posting-schedule could be necessary. But a cycle/response-list is of course important to adhere to in more messy interactions.

Let's not. I'm sorry, But I've played Prototype. Heck, it's one of my favorite games to play to vent off steam. ...I know what Mercer is capable of, and the reason not on the Blacklist in the first place...is because I honestly forgot about him. Bad memory and all.

He made the allusion of a perfection among imperfection, to have a shimmering light shine all through the dull and dying world he roams on, he want's to be the one that he appeals to The Covenant the most.
And thus, His desire to rule and have Power of his own was born.

As Fox gained more and more fame, and power, Wolf and his comrades's further attempts to go into hiding were going very VERY bad, and it was only a matter of time before he got caught...
For the first time ever, he felt truly defeated, things are no longer fun, this is just sad.
Then, as if a stroke of luck hit them, they 'came upon' (more like summoned to) this place.

They landed to find a destroyed, dismayed, seemingly hopeless area, with people who barely scrapped by, those who could see them land gathered around Wolf and his crew.
This place was the perfect hiding place, He would never leave.
It's not like he could anyways.

The House
The house is the government run by Wolf's greedy, ruthless criminal-minions turned into politicians, as well as a few equally greedy locals, they run the City and make sure it's an entertainment hub for people and resources to pile in, and stay there, and they distribute the place accordingly to make sure everything stays afloat.

Size: Medium
New Sargasso is on three Islands off of a coast, and the rest being uncivilized wastelands, where nobody should venture off to. The North Island contains The Golden Plaza, and the Utility Buildings used to support such a high-maintenance place.
The South Island contains most of the makeshift living areas of the non-Upper-Class citizens, this also is the location of the House HQ
Then there is a small, well-defended East Island, this contains the mysterious Observatory Tower, an the Power plant.
Most of the city (Golden Plaza included) looks destroyed and dismayed like the rest of the world, but just a slightly bit revived, maybe like it was in the days before...
Maybe, but that's just a light show.

The Golden Plaza
(Incomplete)

This is the reason why everyone flocks to this city, to escape the troubles of this post-apocalyptic life by living in what seems like standards of royalty, living like a king if you will, the light here shines so bright, one can see it for a mile away. This is where the Casinos, Luxury Living, and High-Class entertainment can be found, The Upper-Class and 'Vacationers/Visitors' reside in this area. It is high maintinence, with 10,000 Janitors and Servants, and almost double that amount working to keep the power on, the water clean, and the air flowing. The idea of this place being a place to gamble your life away was originally scrapped by Wolf, but his own minions became far to infused with greed and want, to even obey any of his orders until they got to feel great in a world, that isn't so. He blames Pigma for persuading them on his side, but, with a labor force of A LOT, he allowed it, on the condition that it gets built fast so that defenses may be built.
With the renovation and remodeling of a few, somewhat-intact Skyscrapers, and the mass-effort to produce power in the city, a place of bright lights and criminal activity.
There are four buildings in The Golden Plaza, three, of which, are completed in construction.
also, due to the high maintenance and priority of this place, you better believe that the place is highly protected with security and walls.
Pigma's Compound- Obviously, this is where Pigma asserts his false throne over the City, this is also the First Casino built.
The Intergalactic Casino- Built and finished just a few days after Pigma's installation, and also by pigma's design, this round, bright flowing building is the most successful casino, racking in the most Resources (and people)
Omega Tower- This was completed just recently, and it was a successful effort of bringing a dead skyscraper back to life! It's amazing what you could do with enough dusters, lights, and glass. This building has the highest upkeep, and serves as the residential area and luxury, high-class living of the city.
The Golden Spire- This building is still under intense construction and upkeep, but, when completed, will be the most amazing thing in this city. Another attempt at reviving a rather odd-looking skyscraper, this project, when completed, will encompass the roles of both the Intergalactic Casino and Omega Tower.

House Headquarters
This building is located on the opposite side of the city, and it acts as what it is named for-to act as the place where The House resides and conducts their governmental actions, this place offers slightly less accommodation than Omega Tower, but it's still good enough to say it's upper-class living.

Observatory Tower
This tower was seeming left with very little to no damage to it, maybe the beams of light just forgot it was there? or perhaps someone else built it afterwards? It didn't mater, but what did is it was the thing that Wolf and his comrades saw coming here, along with it was a city in it's own with thousands of people on it, Wolf took over the weakly-defended island, and made it the basis for his own Powerful Empire.
Nowadays, what used to be a symbol of help and mercy of what happened is now a symbol of fear and power, It's the most well-defended place in the city, and it only contains a white-lit tower and a Power plant to power it. It's only resident is Wolf, who remains
oblivious and unknown to the public that he actually rules, not Pigma.

Briefing:
The House is the Governmental System in New Sargasso. It's ruled by Wolf, followed by Panther,Leon, and Pigma (despite several attempts to get rid of him) Who each rule a specific part of the city

Pigma, for instance, rules The Golden Plaza, the economy, and acts as the false leader of the city.

Leon controls utilities and City management, and makes sure everyone is working up a sweat

Panther rules the security and deals with controlling the public under them.

Finally, Wolf controls THEM, and makes sure they are doing their job.

Government type: Oligarchy
a group of leaders technically rule over the city

Representation: Aristocracy
only the rich get representation

A bit about the Security:
Everyone got here using some sort of fighter, mainly either stolen and customized fighters or Wolfen I's. They also came in with a small supply ship of sorts, providing quite a bit of supplies, and when Wolf later decided to stay, he decommissioned it, becoming a Power plant instead

The House
Ruled by the mysterious Mr.House, who is one of Wolf's three subordinates. The house is the government that oversees New Sargasso, and the one the citizens there come to know and live by they may not have total control over the City, but they do have total control over it's entertainment and gambling industry, the cityy's main source of economy and resources in order to further build its massive Armada of ships.

Tails
Tails is actually considered the only one in the city's Index of Power that is not wholly evil, and the only one who's not intentionally helping the empire. He acts as one of Wolf's three subordinates, he handles Trading, and Foreign Affairs in the City, and he makes sure that this city remains the most pleasing for everyone to come to and waste their resources!

Vice-Admiral Kholeon
Basically, he was taken into his job by default, because he was one of very few people who had the knowledge of the past's ships, so he was given a high seat as the last of Wolf's Subordinates. Kholeon rules over all of the ship building, managing, and acts as sort of the Aerial commander in the city. Like all of the higher-up members of The House, they all remain anonymous, and, as a result, very little is known about the people, giving the government a little bit more of a 'Fear Factor'.

Enforcement
Due to a lack of people...and an abundance of abandoned technology, most of the city's security are these high-tech, robot soldiers that have 'an appealing look' and 'an amazing A.I' walking all over the city streets.
They were derived off of some of the pre-disaster technology and merely just modified a few things here and there to ensure security to only the Empire and her people, and to extinguish any resistance inside the walls of the city, they have also been outfitted to use vehicles, so they can fly the ships too! Bonus!
