The thing with Spiderman is simple: We haven't had even 10 years without a Spidey movie, so his origins, his motives and such are all fresh within the minds of people who even remotely like Spidey.
The basics and the "TLDR" things we know of characters get carried to and through movies, especially those interconnected like MCU, so whats the point on retreading old ground? Sure, Tom-Spidey "seems" different to Toby and Andrew's run, he actually acts like a shy nervous kid who when he becomes Spidey is more confident with his one liners and quips.
Granted I too thought he was the weakest developed, though it wasn't his movie, nor was it Black Panther's, or Ant-Man's.
