Remember that game you used to play when you were kids called "cops and robbers"? Well it's like that only without fingers used as guns and with just a little more blood. If you ever watched Chicago PD... this is gonna sound familiar.
The premise is simple. A modern day city (location still not picked) that deals with it's every day problems. It would be rather idyllic if it wasn't for ever growing crime rate, all of it caused by one group that is currently controlled by single boss. He/She has managed to ascertain enough resources to induce smaller groups into his/her group through promises and/or simple 'offer they cannot refuse'. Criminal cartel is created and agenda of this cartel is simple... to control crimes of the city, anything from simple racketeering to heavy drug import/export. Members can be anything from petty thieves, locale owners to high ranking politicians, it will be left to player to pick what he/she does, as long he/she is directly related to larger criminal cartel.
To counter this are the ever vigilant officers of police precinct 7 led by Captain. They recognized the threat, they have seen the 'signature' that this criminal group is leaving behind and it is up to them to deal with this issue. They are ordered to apprehend them first... but if threatened, they are allowed to shoot. Problem is... police doesn't know who members of this group are... yet... it will be up to them to do thorough investigation in order to collect sufficient amount of evidences to arrest them. Top goal is always the boss who is as illusive as the wind. Members will be police officers, well trained or rookies (depends on player preference).
Romance of any sort is not approved by either of the 'leaders' as they might be a liability but hey... things happen and if you can manage to not get caught, it's just more fun. Criminals may get easy way out if they cooperate, cops can get corrupted if they get good offer. Snitches, undercover missions, murders and crooked cops, no one is safe, no one is untouchable and everyone has some issue. How far will you go to get things done? How far will you go to protect your team?
