The Signup/Plot thread posting rights?

Hello,
I'm trying to introduce an RP of mine by posting the main plot in the Signup/Plot thread but it's telling me I have insufficient rights to post in that forum. Why don't I have these rights, when can I get them, and if I can't, how can I start a role play interest check?

The Global Signup and Plot list is a non-posting thread, intended to be a collection of all of the interest checks on the site. Pick what category in which you want to create an interest check, rather than that one. If you want to know which section to post in, there is a handy summary at the top of every section which will tell you what belongs there.
