Low Fantasy Political Medieval RP

I've had an idea for a Low Fantasy political RP for some time now.
The idea is that multiple feudal Kingdoms with their own player hierarchies can exist and interact with each other. The potential in that sort of setting, I think, is great, and I have quite a few elements thought out already. I'll go over these in depth if enough people are aboard.

I'm also considering the possibility of Risk elements in case of warfare, so that Kingdoms can take territory from each other.

With that said, my two questions are:

1. Has something like that been successfully pulled off before?

2. Are there any here that would be interested in something like that?

Something like this would require a lot of people to work. Is 20+ too high a number for a forum?

I would think that as long as there's a decent structure to posting, then it would be fine. It's really a matter of drumming up interest.

I'm also interested in this idea. I think it might be a good idea to make a group for this instead of just a typical board, though- gives it more room and a bit more permanence, y'know?

I'm not really sure how these things are done, which is why I made this thread in the first place. When it comes to groups, I also have no idea.
