Well, let me ask you this...

How big is the Mongol horde? Because how many boards a Mongol horde could horde when they get bored depends on the size of the horde.
 
It also depends on the accord of the lord of the mongol horde and what swords he can afford to ward.

The horde is 45,000 strong and the swords the can afford are of high quality. Their lord seems to be in a greedy mood today and wants lots of boards.

You'd need to subdivide the horde into manageable warbands with respective lieutenants, which would necessitate the creation of an officer class who could manage the delegation of power. This is in itself would engender a class divide in which the caste system would become defunct and cause internal tension within the war machine.

Thats alot of horde......would the boards be easier to hoard if they were tied up with cords?
