Maybe Im just stupid and can't find it, but I really want to make a banner ad (or two) for my commissions thread. I was wondering what the specs are for that, if it costs anything, and how/where I would upload it.

You're going to click on the option on the top bar of the site where it says "advertising" and follow the instructions from there :) It doesn't cost anything (unless it's an off-site ad), and as long as it meets the requirements, it should be uploaded pretty fast :)

This one answers some of the questions that you have.
The image size is mentioned on the advertisement creation page beneath the field where you upload an image, if you forget it, but it's 800x100px.
