Again, depends on the powers. I'd only allow a handful of people to have the big powers like Survival from the book; mostly because it entails the ability to cook, craft, hunt, attack and fight in different forms, climb, swim, etc. It's a big package while anyone who might choose something smaller (breathing underwater) doesn't get all the extras. So long as the character either comes with some counter weaknesses or doesn't have an essentially god tier Grace, I'll probably be okay with it. I'm cool with sub powers, as long as they strictly relate and don't OP the character.
