Editing thread titles...

Am I missing something or is it not possible, does an admin have to change it?
 
Should have a little drop down at the very top of the thread that says "thread tools"... And it should include "edit thread". I don't believe that it's staff inclusive. Pretty sure it's there for everyone :)
