Here's how chapter 9 should go down:
After burning the Black City, the Czar moves towards Barvelle. He encounters and has a long fight with the wall at the southern tip of lake kaikas, which blocks the pass into the North. There should be a lot of war here.
Medwick and company encounter the ghoul sage and have a chat.
Amaltas and Ash dive into the Shartan to retrieve ilium's mouth, a dreamtime relic that will allow Tattersal to simultaneously banish all the moirgut from viridos.
Prosperos dudes just keep diving into the sea. Eventually, they amass enough shit and K'Larr decides to march on the Chersonese.
If possible, the GMs should work on opening posts. I can't do it all the time.
