Can't Remember recommended banner making site

As said above can't remember the site where you can make banners for free. With the banners are back I would like to know...
 
Next question, where is te "Your Ads" thing?
 
Up at the top, in the main site menu (the big buttons) there should be one that says "Advertising". From there, you should be able to find links to Your Ads and to Create Ad. Both are on the left.
