Bannerfans is down and I need to get an ad rolling. any alternative sites I can use?
 
Try PicMonkey or Pixlr Editor

Basically something like Bannerfans, where i could easily resize an image exactly where I need it and put some text on top.

Pixlr seems to do most of what I wanted, from what I saw, even though it was a little sparse on fonts.
I also use Lunapic, I guess, if you want another to look at that you might like more?

used pixlr. they use percent instead of pixels, don't knw where it would fit.
 
Did you try PicMonkey? It lets you resize by percentage.

.> Basic edits
> Scroll down to resize
> Scroll down even more to tick the 'Use Percentage' box.

Maybe you looked at Picmonkey and not Pixlr? You can type in the desired size on Pixlr, anyway - that's how I got my silly banner to 800x100!
