The Nova Project
27 years ago, scientists began a project to create a better human: one who was faster, stronger, etc. This was to ensure the human race survived longer into the future. Early phases of the project were disaster so the experiment was officially called off. The lead scientist, Dr. Thaddeus Atwell, however felt the research was too important and continued his studies secretly. His formula was eventually randomly injected into random newborn infants all over the world for several years.
Along with the injections, the infants were also laced with trackers and such to monitor them. Nothing out of the ordinary happened in their early childhood nor as teenagers. The subjects are now in early adulthood and there are weird things beginning to happen in various parts of the country. The powers that were expected to develop did not. A more wide variety of powers turned up instead. Dr. Atwell is watching and has decided it's time to make them useful.
