More or less, I haven't set too much in stone for his personality yet. Other than I wanted him to be a bit of a wildcard.

And nothing in particular, I imagine Frank being the roamer so he can pop up at just about anywhere you would like. And yes the card game and fight seem like the easiest way to throw the two together on the same side.

You unless you wanted to try a situation where they both would step in to protect someone else?
 
We could have the card game-fight first, then along their travels, have someone running away from Slavers trying to collar them?

I get the feeling you want Akron to prove himself in some way to Frank, at least, at some point so that he can fully trust Akron--is that correct, or am I reading too much into what you've said?
 
I actually didn't think of that, but that would actually go a long way. Granted, if he had a mission worth taking he would still take it. But the "proving thing" would certainly give Akron a solid friend in his corner.
 
We could probably come up with a way, that, he tests Akron without it being blatant. Like hangs back, lets him make decisions to solve a problem with an agreeable outcome. That way it gives Frank insight into the kind of man Akron really is, and how he looks at things. It gives him a good way to judge his character. It doesn't have to be something simple, or a one-time thing either. It can be this involved and ongoing thing until he's like "Okay, I've made my mind this kid's someone I can get along with."

These aren't necessarily in the order in terms of the progression of the timeline of the story, just putting them down to see what you think. Maybe judge where you might want your character to come in at? Though it quite possibly could be the Grub'N'Gulp if we were gonna do the gambling thing. I was thinking one of the casino's like Lucky 8, then I remembered they confiscate your weapons.
 
I didn't intend for him to look like Matt Damon, I just wanted a gruff dude who still had some charisma. And I think your second image actually fits him quite well. XD

As for locations, I think those ones work for me. And yeah either Grub or something in Freeside is where you will likely find him, giving his friendliness with the Kings.

Akron should form a gang while he's in New Vegas, call it Serpent's Head" or "Fabled Snake", and one of the requirements is they have to have a Colt Snake-Gun. Like a Python, Kobra, Viper, etc.
