Yup. I'd say a DC10 Drive check to find a car with keys in, get it untangled from the barricade, get it past the wreckage, etc.

Again, if you all fail the check, some cops/soldiers will catch up with you and plunge you into another encounter.

It is indeed. Roll over 10 to succeed, and if you have any Drive skill you should probably add that.

Square this with the GM, though; I am but one of the dudes in a boat.
 
Yep, do a drive check. Roll 1d20 and add you dexterity modifier and any Drive skill modifiers you have. Get a total over 10 and the car is under your control.
 
I'd say a Computer Use check (or in your case D20 + Intelligence bonus) vs DC12 to find something juicy.

Only if you're doing something weird with it. Routine driving doesn't require a check.
