Okay, say I want to create Nova/Richard Rider as my character, how do I bring him in since-as far as we know-the Nova Corps are just a military Police force in the MCU

He could be just that. The team that will be formed they won't come to the leader, he will come and recruit them. He could be on patrol to guard the Power Stone and get the offer, seeing as he has knowledge of an infinity stone already.
