Fantasy is number one. Steampunk, sci-fi, alternate history, and everything else that isn't boringly realistic are also fine by me.
It's a ubiquitous presence in all sorts of genres. Inevitably, the High Council must convene to decide the fate of some region, and their words will carry power beyond imagining. In Lord of the Rings, Elrond, Gandalf, and co. make the decision that Frodo must carry the ring. In Avengers, the mysterious council members make the "stupid ass" decision to nuke New York City. In Terminator 3, the blonde is sent back to assassinate the people who will one day be John Connor's top officers.​
Roleplaying is no exception. The decision of a High Council of some sort is often to blame for the events to take place over the course of a plot. Let's kill all the people with special talents! Let's approve the research into the zombie virus! Let's send out the ace team to handle this problem!​
But who are the people making this decision? That, my friend, is what your challenge will be today.​

create a High Council of some sort, explain their role & responsibilities, and detail the positions therein.

Ordinary Responsibilities: (what do they have to handle on a regular basis- think of this section like chores. Taking out the trash, waling the dog... what do they have to do every day/regularly to keep things running, if anything)
Non-ordinary Powers: (in the right circumstances, what are they allowed to do? Is it their job to declare war or pick a hero or release the apocalypse?)

step three: how does this council work?

It's responsibilities include manipulating multi-billion dollar corporations, world governments, and military leaders; it is also responsible over a secret organization called SACRUS that is compromised of super powered individuals called modifers who use their abilities to shape the world in the council's interests
Non-ordinary Powers:
If things go sour, they have the ability to kill off political leaders and replace them with their own agents; if things go really south they are able to spark a genocide of a certain group of people or nation

The council was founded in order to regulate SACRUS and it's members and to guide it so that it's resources were spent in the organizations best interests and in keeping the world in balance.
Important Rulings:
Starting of WWI and WWII, presidential assassinations, destruction of the Ottoman Empire, and rise of the US's influence.

One question, though: if the council was founded in 1912, how did they manage the industrial revolution, given that wikipedia puts it as "The Industrial Revolution was the transition to new manufacturing processes in the period from about 1760 to sometime between 1820 and 1840"?
 
Ah you're right! I basically copy/pasted that small part from an RP I'm in on a different website with the same organization; the date was arbitrarily chosen for the challenge and it seems I forgot to leave out the Industrial Revolution.

The Oracle Council
Genre: Medieval fantasy
Setting: The country of Aldeor in the northern part of Yuriaah, having been a monarchy for centuries the council now have full power of ruling together with the oracle.
Purpose: It was founded after the murder of the royal family and Zhu Hien's rise to tyranny, even though many agreed with his rule Zhu Hien was eventually murdered and the people tired of monarchy elected a council to rule instead. This council started out small but Loria wants to keep it on the small side to prevent the original idean purpose being lost, and with the addition of the oracle Pha'lua it has gained even more trust from the people.
Ordinary Responsibilities: Caring for domestic and foreign affairs, controling the economy and military as well as handling the people's questions and problems.
Non-ordinary Powers: When needed they have full authority to declare war or peace and members can decide more individually if it regards their area of expertice, Loria as the leader has the power to kick members of the council if they are unfit.

Appointments: Loria is the one who handles finding new members or replacements, as a rule no one can sit in the council for more than seven years, and when she has a list with candidates she brings them to a meeting where they can discuss and vote on who to invite.
leader: Loria Madoka (more of a symbolic position).
System: Pha'lua contributes with her visions of the future while the rest of the council discusses and votes on the best course of action.
Positions:

Pha'lua Yallew

Title: The Oracle
Responsibilities: See visions of the future and report them to the council.
Powers: As a Zith'ogana Pha'lua has an abnormaly high level of skill, being able to get visions when awake or asleep and at times quite detailed ones as well.
Qualifications: You need to have the gift the Seers, a power mostly seen among the Yuine although it does exist among other races.

Loria Madoka

Title: Founder & Leader
Responsibilities: She oversees the council itself, researching potential new members, the retirement of current members, going over the propositions, treaties and such before they go over them in their meetings and of course joins in the duties of the council.
Powers: As the leader and founder Loria do have more power than the other members, she can force people off the council and if she feels like it force through a decision with out having the majority on her side.
Qualifications: This isn't really a position that you can earn, when Loria dies it is very well possible that this position vanishes.

Reydin Shiresei

Title: Foreign Affairs Advicer
Responsibilities: He has the main responsibility to handle all affairs that concerns other countries and to get every fact in order before bringing it to a meeting.
Powers: He has equal powers as the other members but his words weighs more heavily concerning foreign affairs.
Qualifications: High education, intelligence and very good people skills.

Haluen Madoka

Title: Domestic Affairs advicer
Responsibilities: He has the responsibility over affairs concerning Aldeor itself, every problem or important happenings he is in charge of reviewing before bringing it to a meeting.
Powers: Having the same powers as the rest of the members his opinion regarding internal affairs does weigh more heavily.
Qualifications: High education, intelligence and very good people skills.

Aylana Feruente & Shina Lantiu

Title: Economy Advicer
Responsibilities: They oversee the council's economy and as such have the power to influence decisions regarding money.
Powers: While the council members are equal they have more influence on their economy and how to spend/gain money.
Qualifications: High education, great skills with numbers and economy.

Jenru Alantuka

Title: Military Advicer
Responsibilities: He oversees Aldeor's military and all the duties that come with that.
Powers: He holds the responsibility over the army and as such has the power to decide crucial steps during war and the like without the complete agreement of the council.
Qualifications: High education, knowledge of military history and strategy and good people skills, must also have served in the military having reached a high position.
Age: 64 years.
Founded by: Loria Madoka.
Circumstances of Founding: The people's wish after the long rule of monarchy and the well meant tyranny of Zhu Hien. Loria Madoka, Hien's daughter, believed dead by him for many years, freely took the responsibility of creating a council that would rule as a group with democracy on a smaller plane. During her life she has done her best to evolve and strengthen the council and with the addition of Pha'lua it seems her efforts are paying off.
Important Rulings: They got the country on it's feet again after the mess that came by the end of the royal family. They finalised the peace treaty with the Tiesal after decades of an uneasy truce after the last Faerun war. With the help of Pha'lua's foresight the council could avoid getting ambushed in the war with the Noilor and subsequent peace afterwards.

Genre:

This is kind of tricky for this one, because this world has already faced their technological era, and decided it to be harmful and went back to using the sword, and back to their medieval era. But they were invaded by an alien race called ‘Reapers’, also called Dark Elves (humans that have evolved into dark beings), and they have technology, so kind of a tech/medieval fantasy.

Setting:

In Earth’s parallel Universe, Esperen. Particularly a world called Zether (Zz-heh-thhh-er)


Purpose:

The Warrening Regions of Zether (south of the Great Realms of the High Elves), the governments, in multiple countries on the south side of the globe, are limited monarchies which means a parliament (in the Warring Regions, the Grand Council of the Wīsaz takes this position) represents the people. The king, or queen, cannot make a move until it approved by the council. Now we are not talking about a king or queen deciding on small matters, no we are talking about their ability to dictate:

-New laws

-Going to war with someone

-Making allies

-Getting involved in another country’s affairs

-Needs of the people

However, the king or queen can veto a decision made by the council only in dire situations. The Grand Council of the Wīsaz listens to the people, delivers verdicts, holds court sessions for both foreign and domestic affairs, and decides on the fates of their citizens. If a king or queen proves to be tyrannical, it is on them to oust them and find either a new heir to the throne or a new line of kings/queens in the people.

That was until their councilmen all died.


Ordinary Responsibilities:

The Grand Council on a regular basis settles petty arguments among the people, over sees trades among countries, watches their own country’s treasury should the king or queen misuse it, and for their veteran soldiers, make sure they are provided with their piece of promised land and benefits. Almost every day, they are both the judges and the jury, the wedder (people who legally marry a couple), the divorcers, the law makers, the enforcers and the thinkers. They are the brains of the outfit.

Non-ordinary Powers:

Since the last threat of war ended many years ago, discussing war is unusual. In fact, that last war threat had been the tech wars, and frankly that was more than a threat. Millions of Espers died, and for that, technology was banned by the Grand Council. It was them who reverted this world back to their medieval state, where they passed the law of no technology, and no religion. The world was at peace for years (until the Reapers invaded and killed all of the Wīsaz to gain absolute power over the people of Zether).



Appointments:

You are appointed by the king or queen. As their High adviser (the one they almost always turn to for advise on leading, like what they can or cannot do, the king/queen always want their adviser near them), you are part of the Grand Council. These High Advisers are almost always much older than their king or queen. They are the High Wīsaz of the council, and their decision can trump the lower councilmembers.

However, capitol has their own representative. There are six capitols, and six ambassadors. Each of them is chosen by their city; normally they are the paladins of that city (or town).


Leader:

The High Council is always higher than the Lesser Council.

Since every councilmember is a king or queen’s advisor, their votes sit on a higher rank than that of a Lesser Councilmember. As High Councilmen/women, they share equal powers, and each one, even in times of war, will seek out peaceful methods. Squabbles break out of course, but it is their solemn oath to always keep the peace in the Council; if they start fighting, then hopes for peace will die as will the people.


System:

They make their decisions by voting amongst themselves, and by the votes of the people. Even though they represent the people, it is their votes that truly count. But rarely does the council override the voice of the people; the only time they will not ask the public, is in serious times of war. They believe that once hate starts flying, the people become prideful and cruel towards their enemy instead of peaceful. There are only ten High Council members, as there are only ten lines of royalty (five of lesser lines, five of high lines), so if four votes for war while seven vote for a different solution, war won’t happen. However, if it is even one vote over, than war would happen.

However, like stated before, Lesser Councilmembers (six in all) are chosen by the people. They have to be from that town, born and raised.


Positions:

High Council: They make the big decisions. In times of war, it is them who decide on war; lesser lines have no vote in serious issues such as this. They handle all the serious things:

-War

-Theft of State

-Treason

-Invasions

-Debt

-Foreign Affairs

-Settling Foreign disputes



Lesser Council: The ones who make simple decisions such as:

-High or lower taxes

-Veteran’s Benefits

-People’s court

-In and out of country trades (can be overridden by the High Council)

-Settling domestic disputes

-In country crime

-Court/jury



Age:

Roughly four hundred and three years. The Tech Wars started back in 1835 and ended in 1850 (a few months before it ended, the council was created. They stopped the Tech Wars by calling a cease fire, banned all automatic weapons, tore up paved roads, etc. the only thing they kept technological was vaccines and medicine, as well as very small labs underground to make these; you have to be on the council’s list to be a scientist and getting on that list is said to be the hardest trial anyone has ever endured).

War, famine, death of multiple masses, the massive debt it was creating

Name: Saviticus (Sah-veh-ti-cus) Buckfur

Responsibilities: As the King’s high advisor, he is to be the king’s voice and right hand. He makes decisions on half of the High Line of Harehart, who governs the people of the Mozar Forest. He has to report to the king, Mavis (who was the current king before the reapers attacked) about the meeting, makes the decisions and brings up anything the king wishes to be addressed.

Powers: Go to war, provide aid to allies, invasion of another country (rarely happens, like war), vote on high council

Qualifications: You need to be a high adviser



Title: High Adviser

Name: Namidia (Nam-mead-e-ah) Stonefur

Responsibilities: She was the High Adviser to the Grimhart line. She makes decisions on half of the High Line of Grimhart, who governs the people of Kurtland. He has to report to the king, Roman (who was the current king before the reapers attacked) about the meeting, makes the decisions and brings up anything the king wishes to be addressed.

Powers: Go to war, provide aid to allies, invasion of another country (rarely happens, like war), vote on high council

Qualifications: Need to be a High Adviser



Title: High Adviser

Name: Boven Doefur

Responsibilities: As the King’s high advisor, he is to be the king’s voice and right hand. He makes decisions on half of the High Line of Gryfonhart, who governs the people of Hoshshed. He has to report to the king, Jeral (who was the current king before the reapers attacked) about the meeting, makes the decisions and brings up anything the king wishes to be addressed.

Qualifications: You have to be a High Adviser



Title: High Adviser

Name: Novei (No-v) Jasefur

Responsibilities: She is the High Adviser to the Klayhart line. She makes decisions on half of the High Line of Klayhart, who governs the people of Killmore. She is the one of the only surviving councilmembers. She has to report to the queen, Elsa (who is the current queen of Killmore) about the meeting, makes the decisions and brings up anything the queen wishes to be addressed.

Qualifications: Still need to be a High Adviser

Name: Larious Hawkfur

Responsibilities: As the queen’s high advisor, he is to be the queen’s voice and right hand. He makes decisions on half of the High Line of Odenhart, who governs the people of Grambol. He has to report to the queen, Dovi (who was the current queen before the reapers attacked and enslaved her) about the meeting, makes the decisions and brings up anything the queen wishes to be addressed.

Name: Rodafree Talonfur

Responsibilities: As the King’s high advisor, he is to be the king’s voice and right hand. He makes decisions on half of the Lesser Line of Shieldhart, who governs the people of Killmore. He has to report to the king, Ezekiel (who was the current king before the reapers attacked) about the meeting, makes the decisions and brings up anything the king wishes to be addressed.

He was by far the oldest councilmember, and is one of the few who survived.

Responsibilities: As the queen’s high advisor, he is to be the queen’s voice and right hand. He makes decisions on half of the Lesser Line of Fauxhart, who governs the people of Grambol. He has to report to the queen, Hooley (Who-lee) (who is the current queen of Grambol, even over high lines as they survived while the house of Gryfonhart did not) about the meeting, makes the decisions and brings up anything the queen wishes to be addressed.

Responsibilities: As the King’s high advisor, he is to be the king’s voice and right hand. He makes decisions on half of the Lesser Line of Oakhart, who governs the people of Mozar. He has to report to the king, Mojick (who was the current king before the reapers attacked) about the meeting, makes the decisions and brings up anything the king wishes to be addressed.

He was the first one killed.

He has to report to the queen, Eva May (who is the current queen of Junell) about the meeting, makes the decisions and brings up anything the queen wishes to be addressed.

He has to report to the king, Alexander (who the current king) about the meeting, makes the decisions and brings up anything the king wishes to be addressed. As a High Councilman, he has all the power that comes with it.

Title: Paladin

Name: Braitus Stronglance

Responsibilities: He is the Kurtland people’s ambassador, which means that he isn’t a royal high adviser, just your everyday man. He acts as the people’s true voice, and gives the vote of the people. He can vote on smaller issues, but not on serious issues. He reports back to his town/city (Rimmell), and also has the job of finding people who the High Council is seeking.

Powers: In charge of petty crime, court dates, trades among countries and their own, taxes, people’s complaints, veteran’s affairs, various other small things that help a country move

Qualifications: Voted in by the people for being the most honourable



Title: Paladin

Name: Estera Ladyfly

Responsibilities: She is the Hoshshed people’s ambassador, which means that she isn’t a royal high adviser, just your everyday woman. She acts as the people’s true voice, and gives the vote of the people. He can vote on smaller issues, but not on serious issues.She reports back to her town/city (Hoshshed), and also has the job of finding people who the High Council is seeking.

Powers: In charge of petty crime, court dates, trades among countries and their own, taxes, people’s complaints, veteran’s affairs, various other small things that help a country move

Qualifications: She was voted in for being the most fair and just



Title: Healer

Name: Krait Jayskull

Responsibilities: He is the Grim (in Grambol) people’s ambassador, which means that he isn’t a royal high adviser, just your everyday man. He acts as the people’s true voice, and gives the vote of the people. He can vote on smaller issues, but not on serious issues. He reports back to his town/city (Grim), and also has the job of finding people who the High Council is seeking.

Powers: In charge of petty crime, court dates, trades among countries and their own, taxes, people’s complaints, veteran’s affairs, various other small things that help a country move

Qualifications: Was voted in for being the most gentle and wise



Title: Paladin

Name: Dorian Leyft

Responsibilities: He is the Harlemm people’s ambassador, which means that he isn’t a royal high adviser, just your everyday man. He acts as the people’s true voice, and gives the vote of the people. He can vote on smaller issues, but not on serious issues. He reports back to his town/city (Harlemm), and also has the job of finding people who the High Council is seeking.

He is the one of two of the Lesser Council that made it.

Qualifications: Voted in for being the strongest

Name: Elyon Urn

Responsibilities: He is the Rizenburn’s people’s ambassador, which means that he isn’t a royal high adviser, just your everyday man. He acts as the people’s true voice, and gives the vote of the people. He can vote on smaller issues, but not on serious issues. He reports back to his town/city (Rizenburn), and also has the job of finding people who the High Council is seeking.

Qualifications: Voted in for being the strongest warrior and the most unyielding



Title: Paladin

Name: Faylev Bree

Responsibilities: She is the Clearwater’s people’s ambassador, which means that she isn’t a royal high adviser, just your everyday woman. She acts as the people’s true voice, and gives the vote of the people. She can vote on smaller issues, but not on serious issues. She reports back to his town/city (Clearwater), and also has the job of finding people who the High Council is seeking.

Powers: In charge of petty crime, court dates, trades among countries and their own, taxes, people’s complaints, veteran’s affairs, various other small things that help a country move

Qualifications: she was voted in for being the purest
