Current Date: 2061
Most of the children who grew up after the Deluge were astonished to hear that the world used to be dry. Before the earthquakes, before the hurricanes, typhoons, tsunamis, and other catastrophes, New York City used to be a place where dreams became reality. Now, it is a memorial for a civilization long gone. It all started in 2053 when global warming took the Earth's climate to new extremes. The eastern seaboard was among the first places hit, but soon enough, the rest of the world was submerged.

Earth was drowning.

Humanity did not go quietly, however. It refused to succumb to the rising waters, and chose to fortify in the immense skyscrapers that offered some hope of survival. It was there that society reemerged from the murky depths. Granted, it did not take long until scarcity, mistrust, and anger tore mankind apart yet again. Three major factions rule the flooded necropolis and wage constant war to reunite the city. Only time will tell who will stand on top once the bloodshed is over.

Below the waves lurks the aftermath of the Deluge. Pollution and increased competition has sparked an evolutionary arms race, creating new and terrifying creatures that take countless lives daily. Traversing the city's ruins is a task held by only the bravest of men and women. A good sailor is worth more than their weight in gold. In more recent years, rumors have circulated of something that can bring humanity back to its former glory. They say it's located in Brooklyn, the only neutral ground between the other boroughs. No one knows exactly what the item is, or if it even exists at all. The rumors allege that it is a grand machine of some sort.

Regardless, it has given people hope, which means that everyone has great interest in finding it. Its discovery will change the course of history forever.

  • Empire State Alliance: While considered to be the last remnant of the US still operating in New York City, there is little trace of the old government left to speak of. The Alliance is a shaky democracy at best, often ridden with its own internal squabbles and lack of efficiency. It holds the appearance of a functioning legislature and judiciary, but in reality, the Alliance answers to a powerful, but elected, Mayor. Supercomputers frequently guide the military and police with frightening precision. In fact, the Alliance is renowned for their technological prowess, which few can compare to. This comes at the cost of heavy surveillance. Citizens are highly patriotic.
    -Objective: Restore the Union
    Neutral Territory: This is the main battlefield of the city. Each faction claims sovereignty over Brooklyn, but none has triumphed thus far. In times of peace, this borough is used for trade and scavenging, and the hearty people who dwell within are fiercely independent. They show no respect or recognition toward their neighbors, but are happy to cooperate with outsiders who mind their business. A select few show open hostility to outsiders. This paranoia, while not unjustified, creates tension and occasionally violence. Neutral communities are drastically different from one another outside of their shared desire to be left alone.
    -Objective: Maintain autonomy
    New People's Republic: A radical band of revolutionaries found itself in a unique situation after the Deluge. With thousands clamoring for some kind of guidance, these idealists follow the path of extremism. Fear keeps the locals in line. They seek to 'liberate' the city on their own terms, waging guerilla warfare against their enemies, all the while keeping a tight grip on their own populace. Everything is shared between citizens by order of the Autumn Council and Premier. Propaganda takes the role of education and entertainment. Dissidence is punished harshly, though quality of life is surprisingly modest, as everyone distributes their burdens equally. Essentials (food, water, & healthcare) are provided freely amongst denizens. The Republic is very egalitarian in its outlook.
    -Objective: Free the workers
    Enterprise Coalition: When the Deluge struck New York City, its prosperity and wealth did not simply vanish. Focused on luxury, decadence, and profit, the Coalition hearkens back to the millionaires and billionaires that once called the city home. Merchants flock here to sell their goods at lucratively high prices. Gambling is all the rage. Corporations jealously control their workers, but are otherwise uncaring for how they live. Mercenary forces provide security in the wake of total privatization. Meanwhile, the poor are reduced to living in squalor, usually falling prey to drugs and alcohol. Corruption runs deep everywhere. Nevertheless, there are opportunities for success, and the promise of untold fortunes draws in plenty of customers.
    -Objective: Open up foreign markets

  • Soldier: Specializes in combat, as well as weaponry. Physical strength is to be expected.
    Medic: A trained healer that can deal with a wide variety of injuries and illnesses.
    Trader: Forever in search of coin. Merchants are savvy communicators and skilled at persuasion.
    Explorer: Navigators of all sorts traverse the ruins above and below water to find hidden secrets and routes.
    Engineer: Operators of old technology keep the city from descending further into chaos.
    Assassin: Ruthless and cunning, these rogues will stop at nothing to eliminate their target. Stealth is key.
    Thief: As the city is depleted of resources, some take the risk of stealing to survive. They are actively hunted.
    Scavenger: These individuals pluck abandoned buildings of their valuables and sell them to interested buyers.

    The Fiji Mermaid is a horrific combination of primate and fish. They are small, yet they can easily overwhelm larger boats with their numbers, as they attack in groups. A single mermaid is roughly a foot in length.

    Sea serpents, as the legends of old speak of, are ferocious beasts. The largest specimens are 30-40 feet long. However, they attack humans only when food is scarce. Loud noises can easily startle them.

    Discounting the abundance of sharks already lurking in the city, a string of mutations have granted these nightmarish hunters access to land and sea. They show no fear and no mercy. Luckily, they also show no intelligence.

    The danger posed by a giant crab is based on their life cycle, which requires them to burrow underneath buildings to lay their eggs. A handful of mighty skyscrapers have fallen due to these pests. Their meat is a highly-sought delicacy.

    Giant squids are as infamous as they are lethal. The Deluge, for unknown reasons, has given these cephalopods an insatiable hunger for human flesh. They can camouflage easily, and are very clever.

    Harpies, avian beasts feared by mariners for centuries, are utterly repulsive creatures. They perch on the rooftops of buildings and swoop down at passing boats. Some say they can imitate human voices like a parrot, luring in sailors to their deaths. Males are cannibalized after a nest is made.

    With much of the city rendered uninhabitable, the people of the different boroughs often dwell in makeshift 'dock towns', made of recycled materials provided by scavengers. These settlements float haphazardly on the water but are rather sturdy. Boats can easily enter and exit at a moment's notice, making the towns a trading hotspot. Shipwrecks and airplanes are also converted into living spaces for the sake of defense.

As an associate of the Autumn Council Emilia knows her way around the tightly watched society and how to use her silver tongue to get what she wants out of the Council, but as a trained saboteur she is skilled in the destruction of targets of the enemies of the state and the workers.

Personality:
Emilia is cold and calculated and will do anything to achieve her mission be it to kill or destroy. She is a fanatical communist that is obsessed with it making a perfect world for the people of the Diluted worked. She doesn't associate with any people who aren't other radicals of her order. Emilia, however, is a family person at heart and does this all for the betterment of her two brothers who live within the iron grasp of the New People's Republic within the careful care of their Emilia's younger sister.

It is without a doubt that Emilia loves the color red. Perhaps it has grown more over her year as a radical killer of her ideology. She fantasies about the red juices spilling into the brown murk of the waterways of NY. She is thrilled by the idea of death and is almost inhibits her conscious. It is a curiosity that has had her come close to the seeing death.

History:
Emilia was born and grew up dotted skyscrapers and floating villages that the Republic controls. She was a devote communist and when her parents were drafted into the army she decided to volunteer to leave her younger sister Teresa to watch over Otto and Hugo the youngest in the family. Emilia has been on a probably a dozen missions shattered across a span of 5 years outside of missions she mostly does garrison duty.

On her latest mission she was partnered with Rune and on that mission, they were supposed to destroy a weapon factory in the neutral territory. Then Rune ran off and defected. Emilia has a lasting grudge on him now even if Emilia thinks he is dead after Emilia shot him.

Now Emilia is on another mission and she is ready to do anything to achieve it.

Cooking seemed more like a personal trait than a career that would impact the story. NPCs could act as cooks, if necessary.
There's electrical engineers, chemical engineers, manufacturers, mechanics, and civil engineers.

Character Name: Saorise (SEER-sha) Kaufmann

Personality: Loud, a bit of an airhead, blunt, logical, treats life like a game, a bit childish. good at lying and picking out liars. doesn't like hypocrites, not sympathetic/empathetic. doesn't like to take orders from other people, creative. relies on her instinct/intuition a little too much, can be rash in her decision making (acts before she thinks)
History: Saorise grew up with her parents. Both of them were explorers, and her mother was a scavenger and her father an engineer. Together they ran a small shop ( "Machine scraps, parts and repair and other weird knick knacks") specialized in the sale and repair of machinery, computers and other technology. When she was 15, both of her parents died in a diving accident, leaving her alone to run the shop and survive on her own. Although she doesn't know how to do repairs, Saorise has been able to build up a small reputation for herself as a seller of valuable parts and other wares. And for the items she doesn't have in her shop, she can either direct you to someone who has something, or, for the right price, go out and retrieve it herself.

About a year ago while out looking for parts, Saorise found Rune injured and dying in a boat. She took her back and nursed her back to health and since then, the two have been close friends, considering each other to be family. They work together now to find parts and run the shop. Saorise often uses Rune as her "muscle" to remove unruly customers from the shop

Scuba gear - high tech scuba gear, where she got it is a mystery. usually takes 2-3 dive knives with her and a short spear.
Hatchet - when not in the water keeps her trusty hatchet strapped to her back

Boat: A small diving boat. It's not much but it's reliable and does what she needs it to. Pretty fast too

Personality: seems quiet but actually it's just because she's deaf, and most people don't know sign language and reading lips is a chore. swears a lot, likes dirty jokes but isn't the best at telling them. holds grudges, slow to trust, stubborn, blunt, likes to tease/taunt. can use most weapons fairly well (due to her training as an assassin) but prefers a staff. name while she was an assassin was Rune but most people call her Rhu these days. doesn't like to do things that don't benefit her
History: Rune grew up in the New People's Republic and was a devout follower of their ideology. Her parents raised her to be an assassin as they had been, and although she was young, she was trusted to do her job quietly and quickly. As she grew older, she began to disagree with some of the methods the Republic used to enforce their beliefs. Although she agreed with their egalitarian views, she hated how many had to live their whole lives in fear. Eventually she began to plan her escape. Originally she had been planning to defect while out on a solo mission, but Rhu ended up getting unlucky and assigned on a job together with Emilia Davenport. Although she could have waited, Rhu made the rash decision to defect then and there. After a brief fight with Emilia, she managed to get away and collapsed, injured, on a boat that made it's way to the Neutral Territory where Saorise found her.

Saorise and Rune have worked together ever since. At first, Rune only stayed because she felt obligated to pay off a debt she felt she owed after Saorise saved her life. However, she grew to enjoy her life living together with Saorise and never left.
Gear:
Retractable staff - Rune's weapon of choice.
Knives - she always keeps a few of these hidden on her. You never know when they might come in handy.
Scuba gear - same as Saorise
Boat: see above (shares one with Saorise)
Extra (optional): Rune is deaf. She can lip read fairly well, but lip reading is really mostly guesswork and in the end is only 30-60% accurate. So, she prefers to communicate through sign language

History:
Louisa wasnt always so sad looking, so distant from everyone. Growing up she was incredibly happy, optimistic and out going, rambunctious and always looking for something new in her little piece of New York. Lucy's family had lived in New York for as long as she could remember. Her grandparents, great grandparents, cousins, aunts, and uncles all lived in Spainish Harlem. she was always a block or a bus ride away from family. Her immediate consisted of her mother Catalina, Father Uriel, and brother Matias. They were happy, content, but the Deluge changed everything. Lucy lost her family, her mother and father. The only person she had left was her brother. Then he disappeared after they were attacked by a fiji mermaid. Since then Lucy has been under the protection and rule of the E.S.A.

Lucy herself does not agree with every and all policies the E.S.A. has in place, but she understands they're for safety and protection, and compared to the other Factions she's heard about, Lucy was just fine where she was. Currently resides lower end of Staten Island, near Brooklyn so it's easier to take her boat to and from. As far as positions go, since Lucy is an explorer she reports to the government any of her findings when she goes. When she's not on a boat you can find her working in a clinic/ health shelter. When Lucy first became an explorer she used it as an excuse to search for her brother. Saddly it didn't turn out successful after five years of looking, so she stopped, excepting the fact that her brother was gone and she had to move on with her life. But even still two years later shes always thinking about him, wondering where he was and how he was doing. Hoping, praying that he didn't hate her for letting him down all those years ago.

History:
Matias Only remembers two things: His name and his strong dislike of Fiji mermaids. After his run in with one when he and his sister were trying to escape the Deluge, It had bit into his shoulder and dragged him into the sea, causing him some serious head injuries and reflex issues. When he regained consciousness afterwards he had not the slightest of idea of who he was or were he came from. Just his name and that a sea creature of sort did damage to him. After some intense physical therapy and care Matias was back on his feet. Now being being apart of a new system he had to learn the rules. He was able to pick up everything well. So well that the New People's Republic decided he would be very useful in their conquest to freedom.

Manny is very loyal to is Faction, since they were the ones that took him in and cared for him in his time of need, he's willing to do whatever it takes to repay them. He looks forward to the bright new future N.P.R. has in store for them all. But sometimes he feels incomplete, as if a part of him is missing, and since no one knew him before finding him they don't know his past. Which doesn't help the empty feeling in his chest. He knows it's useless trying, but Manny is hoping one day he figures out who the hell he was is in his past life so that he can move on.

Bartering is the most widespread form of exchange. Sadly, bottlecaps are taken, so let's use poker chips instead!
