Hey, guys! So here's the pitch:

The generations have passed, the various great villages of the shinobi world have fallen into decline. The rapid changes of the current generation in terms of technology and culture have left the traditions of old in a state of obsolescence. While in some terms, the villages have followed suit, their technological progress only a small distance behind the outside world, in others the villages remain frozen in time. The feudal lords have shifted away from using shinobi in their affairs in virtually any capacity, bringing a significant decrease to the village's respective economies.

What's more, the various kage are becoming fearful that the lords see them as so obsolete, such relics of a bygone age that they may even go so far as to eradicate the shinobi way of life, if not outright eliminating the villages. As such, an effort has begun to try and protect their way of life. Others still are spreading whispers of a coming conflict, a rebellion against the new wave of rulership and change. This talk has caused no shortage of fear among the villagers, as well as a sense of unrest among the outside population.

The armies of the respective nations are now mostly comprised of peasant conscripts as opposed to trained warriors, but they are armed with dangerous weapons of powder capable of turning untrained men into ruthlessly efficient killers, even at a distance. This brings about the last nail in the coffin of the usefulness of the shinobi. They are no longer necessary, and the years of peace have softened the shinobi, making them all the more vulnerable.

So, the players would be shinobi of the various villages banding together to either attempt to peacefully bring about a resurgence to the shinobi world, or combating the oppressive albeit slow eradication of their way of life. The plan is for this to become a significant conflict with the shinobi engaging the army and their leaders. It may be possible to find some peaceful compromise in time, but not without a great deal of shed blood.
