Rhiannon was born and raised in Pittsburgh to Edward and Alice Palmer. Her parents met in High School in 1976 at party where the song "Rhiannon" by Fleetwood Mac was playing as they saw each other from across the room. It was love at first sight and they both knew it. They moved to Pittsburgh when Edward was drafted by the Steelers, and Alice became a Art History Professor at the University of Pittsburgh. Edward's career came to an end shortly after Rhiannon was born because of a knee injury. The Steelers kept him on where he served as a scout, and is now their Director of Scouting.
Rhiannon had instilled in her a sense of always doing the right thing, and helping others. She was originally going to be a Doctor, but she struggled with a lot of the course work. While she was at the University of Pittsburgh Rhiannon worked as a Campus Police Dispatcher and became interested in Police work. She switched majors to Criminal Justice and it was natural fit for her. Her grades soared and she decided to become a Police Officer. However she felt she needed to get away from Pittsburgh with her parents being so well known within the community.
Rhiannon enrolled at the Police Academy in Boston and when she graduated she applied and was immediately accepted into the Salem Police Department. Rhiannon displayed many gifts and talents that caught the eye of Captain Ryder who was looking to add one more to the Special Victims Unit. He encouraged Rhiannon to take the Detective's exam, and promised her if she passed he would move Heaven and Earth to bring her in. Rhiannon blew the test away and within an hour of the scores being posted Ryder showed up at her front door with her transfer orders in hand.
