Selecting "Destination Forum" to PM

Hi there,

I'm new to this site and am wondering whether there are any requirements in order to access the ability to start conversations. I'm trying to start a conversation in PM, and when I do this it comes up with a box stating "destination forum" with a drop down bar. But there is nothing in the drop down bar? I have moved from my mobile onto my laptop and I seem to be having the same issue still.

Is anyone able to give me any pointers?
