How advanced is technology? Like present day or futuristic?

Futuristic in a way. There is one working train between the two cities, but there are laser guns (hard to recharge, rare), modern-day weapons, knives, swords, short-distance travel(a SDT device, pretty much teleports you withing 20 feet of your original point), things like that. It's after the world was desolated by war, so not much high-tech, but enough to make it..different.

Arya's parents became mutated by the war, and when they had a child, the child was born with three unique mutations. She was born with extremely sensitive hearing, similar to that of a bats, blood red eyes, and an IQ higher than most her age. At age one and a half, she was talking, despite not having any teeth. At age five, she was inventing many little trinkets as well as hacking into people's computer systems (often getting her in trouble). Her attention to detail made her extremely capable, and when her parents passed, she managed to live on her own, despite stealing various things to do so (such as food) because she always had about 20 different scenarios in her head. She also had a love for fighting, for it gave her a rush and made her have to think on her feet. Because she'd get in trouble so often for fighting, she was eventually assigned to the Underground field squad.

Personality:

Arya has a level head, and a I - Don't-Care attitude. She is easily angered if her quirks are pressed or if she is questioned about her personal information. She is strong willed and determined and will do her best to please those that she can without losing her dignity or morals. She's very laid back, even on duty, but that doesn't mean she's not alert. She is always listening to the world around her.
