They used to have a comic that was centered around the GCPD (Gotham City Police Department). I think that would be a lot better of a subject to focus on then "Teen Joker" "Teen Penguin" and "Teen Poison Ivy", etc. Some of those villains were affected early in their lives by things, but not all of them. Mr. Freeze, for example, didn't become a villain until he was an adult.
I think if they kept a realistic timeline and didn't go the way of Smallville and introduce every one of his villains as "lil" versions of themselves then they may have something.
