QUESTION! Can water types float in the air like in Pokemon Colosseum? Or should I pick a land-going type just for simplicity? >_>
 
Well, in PokePark, Pikachu's Adventure, the water type are in the water.
Also, in the pokemon movie, water type are in the water.
UHMMMM.
Now I'm thinking of the games and how you can use em anywhere...

Yes, they can be out of water.
HOWEVER.
They are not very agile nor graceful on land, and it takes them much longer to travel.
