On Iwaku, as long as someone isn't trying to evade punishment for rulebreaking behavior, accounts can be self-deleted.
There's a small time period in between when the user initiates self-deletion and when it will go through. This phase is "pending deletion".

That I can't say for sure but just having "pending deletion" doesn't mean that someone blocked you, no! It just means that their account is queued for self-deletion.
