Order in Law, the story of those who follow the rules no matter the cost

I'm not sure which prefix would fit, so I let that one blank. What I'm looking for is to develop a world where those who follow the strict laws of the realml thrive, maybe by guarding a citadel or by upholding law in a meritocracy. What I think would be good fit would be the daily lives of guardsmen, mixing slice of life and adventure into a seamless tale of a city, from it's near lawless slums to it's strictly guarded markets and noble quarters. That it be a one on one or a small group, I wish for us to make a city alive through these men and women, and to have many an adventure in these make believe streets. Mainly, I want to give some love to the Lawful Neutral alignment.
