Yes, just one. And there has to be a way they can be restrained or forced to be unable to use their power. Easy example is someone who might be really strong in the sunlight, their restraint would be a dark room and be allowed only at night. They wouldn't be strong enough to really be a threat to the guards or anyone else.

That really doesn't limit any sort of power, as anything can be manipulated to be not as strong.
