Appearance:
Etsu is a short-haired woman, who doesn't really look apart. No scars or tattoos that make her stand out from the general population or make her really mesmerising. Wearing clothing that also isn't really flashy or sporting any symbol makes it only harder to notice the woman in a crowd. It is further than that hard to really put down in words what Etsu looks or appears like. Certainly, doesn't make it easier as she has the tendency to keep shifting through a style of clothing and manner of speaking.

Personality:
It really depends on what kind of approach or situation Etsu is paired up with a person, though that can be said about everybody, it is typical for Etsu to have a reason on how she behaves. To some, she can be friendly but only because she needs to win information out of them without blowing up her own cover. To others, she can come over uncertain over herself or too shy to really speak a lot, which can have its reason. The real Etsu, however, is more foul mouthed and energetic. This is likely due to her origin and background. The psychological tests that she has gone through have shown out that Etsu is quite flexible in adapting to situations - a perk for her profession.

She is other than that extremely loyal to people who have proven themselves to be her friend. While she doesn't really often show it, she does try to care about others who have won her loyalty and respect. The difficulty she has with showing her gratitude and care comes forth from the fact that she has lost relatives and friends that were close to her and thus the fear that she will be hurt once more has made her slightly shy to bond close with others. Both to protect them and herself.

History:

It is settled on the northern side of the Rain province, once the location where both traders from the northern neighbouring lands came to trade in small quantity. Etsu's parents were simple folk. Her father was a carpenter, working in the shop of his older brother, while her mother worked in a clothing workshop - sewing clothing. It wasn't the worst condition to grow up in, but it wasn't enough to provide some luxuries that are considered normal by some people. Money for education was barely there as food and clothing were considered more important. Next to the fact that it was unlikely that Etsu or her siblings would become high ranked chiefs in society, thus why would they need to read if they would likely enrol into a job that required little reading?
This became more evidently clear as Etsu and her siblings also showed little care or love for literature or anything that had to do with studying books, old tomes and the likes of such. They were rather out on the street, causing their neighbours to throw a tantrum, imitate Godai matches and the usual games one could expect from kids. This did involve some games that saw people getting wounded, but their intention wasn't ever 'evil'.

Eventually, as Etsu grow older she became more curious about what she could do and achieve. As said before, there was little to no money for a literature education so the girl tried to learn what she could achieve with words and actions. It started with coercing other kids to do jobs and tasks for her and eventually led to 'worse'. Pickpocketing and being at places where she wasn't supposed to be exciting. They provided a rush of adrenaline that became slowly addictive as well earning her some money. And together started to influence the girl that she could make a living out of it. Her childhood was thus not all that 'clean'.
With growing experience and skill in emptying the pockets and sneaking around, Etsu became noticed by the Tough Rats. A gang that once used to be present in the town of Yokotari, but you can rest assured. It isn't around anymore or perhaps just underneath another name and run by other people. Anyhow, during Etsu time the Tough Rats invited her to join them. It wasn't a really organised group of thieves, but it offered some protection and comradeship for Etsu. It was where she met most of her childhood friends and would lead her to become a kunoichi.
It started with the Tough Rats trying their luck out on wealthier targets. There weren't many rich people in Yokotari, but there were enough bypassing merchants with interesting wares and goods. One of the merchants all those years back was coming from the Earth country. Not that it was unusual for foreign merchants to have their own armed retinue of guards and watchmen, but this specific merchant had more guards, that were better geared and armed. With this taken in the Tough Rats considered that his wares were probably more worth than the usual folk. And while they were hoping for gems, diamonds or gold they found something else that was of high value. Scrolls with information about ongoing operations in the Grass country - now more known as the Grass province. At first, the Tough Rats were disappointed. Many of them were frustrated that they had managed to pull off a dangerous 'operation' and fooled what they considered a rich merchant, but eventually, they figured out that the scrolls could mean a fortune.
It was, after all, at the time that the Great War was starting to boil. Tensions between the great nations were on the rise and while it didn't really prove interesting for the folk of Yokotari what the relation was between the Fire and the Earth, it started to become an interesting idea for the Tough Rats to sell the information to the Fire country. While some of the group were against it, the majority was in for it. Some of them were more interested in leaving Yokotari and the region of the Rain altogether. Stories of the warm and lush lands to their east had a certain allure and Etsu decided to join them. Packing her wares, it would be years before she would ever come back to Yokotari to see her parents.

The travel towards the east wasn't an easy one. Most of the Tough Rats were still teenagers and had little to no experience, knowledge or skill how to survive on the countryside. Let alone, knowing really where to go with their information. This led to some frustration and arguments, but seeing that they were now all together in this they did stick together. Eventually, they managed to reach a few towns on the western side of the Fire country, trying to figure out where to start. In those places, they used their experience to learn where they should go next and gain both money as the items and tools to continue on their journey. During the dark and cold nights they kept their spirits high with talking on how they would score a fortune and what they would do with their share. Etsu's answer was that she would buy an estate near Yokotari, where her parents could move in and she would perhaps try to earn an honest income with agriculture.
So when they reached Konohagakure the Tough Rats saw it as the end of their journey and start of a new life. Which they were right about as when they came with the information they were put into the prisons of the Intelligence Division. There they were questioned and members of the Intelligence Division searched their mind and memory in order to figure out if they weren't just spies of the Earth country, trying to put them on a wrong track. After what seemed to be an eternity the group's information would prove to be true. Only for another problem to arise: they were nothing more than thieving criminals. While they had managed to gain information that could prove crucial for counter-intelligence operations it didn't just mean that their thieving habits could be forgiven. So they were given a choice: Either serving time in prison or works to earn back what they had stolen.

The Tough Rats eventually decided to opt for the later option as none of them was a big fan of being locked in a foreign country. Three years of training began in which they were being trained to become operatives. While Etsu was worried on if she wasn't being trained to end up dead, she couldn't state that she didn't enjoy. The thrill of being able to blend in with the crowd and learn information, being able to steal and sneak better or knowing how to predict people. She started to shine among her peers of the group, which saw to it that she was being seen as the leader of the group. Eventually, the time came that they were set out in their first operation. To test out if they were up for it as well loyal.
Send to the Tea country the Tough Rats were instructed to learn of the military strength of the southern neighbour. It would be, crucial for the imminent strife of the Great War as it wasn't yet estimated before if the Tea country would be a military threat to the forces stationed in the south of the Fire country. Gaining success Etsu and her group returned with a newfound pride back with the information.
This went on and Etsu served even in the Great War. Not on the fields of battle, sieges or political atmosphere. No, in various cities she fought the war as a spy. Winning information, putting out faked information and battling against other spy operatives. It was there where most of the Tough Rats lost their lives, waging the war of information.
After the Great War ended the job of Etsu and the Tough Rats became 'easier'. As they had proven their loyalty towards the Fire, they were set out to serve as intelligence operatives in the Rain. Their task was just to help set up a ring network in their motherland. With Etsu officially and formally appointed as leader, the woman started to see it more as a game of old. Much as how she was in the constant wary mood of trying to evade the attention of guards during her times as a thief, she was on the constant guard for shinobi and operatives from her own motherland. Eventually, however, the Rain did join the Fire Union. It didn't make Etsu and the ring network of the Tough Rats stop but even expand with people from the Rain. The objective would shift a bit in which Etsu wasn't working to remain the only undercover, but also find and combat intelligence operatives from neighbouring countries.
As time passed and change happened so did the work of Etsu. Most of the Tough Rats would retire to less active jobs, but still holding ties to their network of old. Some did entirely stop with their work as operatives, picking up a less risky job and settle down. With some newly appointed operatives, Etsu's motivation became less. It became the reason for the leadership in the Rain to request her to become a mentor, to pass on her skill to genin. Something that Etsu accepted, hoping for a new challenge.

Description:
Sharp steel weapons that are excellent for close ranged combat. Etsu has usually a pair of them well hidden on her, but there are times when she can carry up to an amount of eight of her specialised knives with her. They are mostly designed for slashing, but Etsu has proven in the past that she is able to be lethal when thrown.

The thing is that Etsu doesn't usually sport the conventional pouches. Being a fan to hide what she has likely on a person, she doesn't bring many tools with her - as it can be quite uncomfortable to hide a pair of shuriken in your socks, can't it?

As she and the Tough Rats weren't really part of the Fire country they were given a different set of gear when being set on riskier assignments that could see some combat to it.

A technique developed by the Tough Rats themselves, one that serves as a source of pride as well something that has served them well on various assignments. The technique can be targeted on one or more targets - the more targets, the more chakra it will cost. Once cast upon a victim, there will be a certain sense of dread and doubt starting to rise. The victim will start to realise that they aren't safe and will start to become more nervous and anxious, slowly draining their willpower to make it easier for the user to perform interrogations or force them to stand down. The genjutsu, however, can't be dispelled with pain. In fact, it is only worse when pain is applied which has made it also excellent for combat use when the user is capable of letting the victim suffer pain - to ensure that the effects will increase on a much faster pace.
Weakness:
Experts on genjutsu will have an easier time than most to see through the technique. Those with a strong willpower also have proven on various occasions to endure the genjutsu. The genjutsu can be dispelled with disturbing the chakra flow.

The nasty part of the technique is that if the victim tries to apply pain that the vision will start to multiply. Another fact that this genjutsu is considered quite useful to distract and confuse an opponent is that when the victim tries to break the flow of their own chakra flow that the illusion of the caster will briefly vanish, but only to double in numbers a moment later.
Weakness:
As is the case with all genjutsu, experts will be able to figure out that the illusions have a certain weakness. Those who have a strong will be more resilient against the technique as it is evident that the genjutsu seems to use part of the victim's own chakra to last longer and cause the multiplying effect. The illusions can't, however, bring any sort of physically kind of pain or feeling upon the victim. Those not under the spell of the genjutsu will also be able to notice that the behaviour of the victim is odd and can try to dismantle the technique with entering a bit of their chakra to break apart the genjutsu.

Eventually, however, the Rain did join the Fire Union. It didn't make Etsu and the ring network of the Tough Rats stop but even expand with people from the Rain. The objective would shift a bit in which Etsu wasn't working to remain the only undercover, but also find and combat intelligence operatives from neighbouring countries.
As time passed and change happened so did the work of Etsu. Most of the Tough Rats would retire to less active jobs, but still holding ties to their network of old. Some did entirely stop with their work as operatives, picking up a less risky job and settle down. With some newly appointed operatives, Etsu's motivation became less. It became the reason for the leadership in the Rain to request her to become a mentor, to pass on her skill to genin. Something that Etsu accepted, hoping for a new challenge.

Etsu's knives.
Description:
Sharp steel weapons that are excellent for close ranged combat. Etsu has usually a pair of them well hidden on her, but there are times when she can carry up to an amount of eight of her specialised knives with her. They are mostly designed for slashing, but Etsu has proven in the past that she is able to be lethal when thrown.

Description:
Kunai, shuriken, wire and tags.
Appearance:
The thing is that Etsu doesn't usually sport the conventional pouches. Being a fan to hide what she has likely on a person, she doesn't bring many tools with her - as it can be quite uncomfortable to hide a pair of shuriken in your socks, can't it?

Tough Rat gear.
Description:
Etsu's first education with the Intelligence Division was never meant to train her to become a participant of combat. Over the years, however, with earning trust and realising the need for it Etsu became trained in the art of combat and martial arts. As many people, Etsu does consider it of paramount importance to know she is well geared to meet an enemy without too many risks for her own health. As she and the Tough Rats weren't really part of the Fire country they were given a different set of gear when being set on riskier assignments that could see some combat to it.

Demonic Illusion: Gnawing Fear technique.

Rat, Boar, Serpent, Ox, Rat.
Description:
A technique developed by the Tough Rats themselves, one that serves as a source of pride as well something that has served them well on various assignments. The technique can be targeted on one or more targets - the more targets, the more chakra it will cost. Once cast upon a victim, there will be a certain sense of dread and doubt starting to rise. The victim will start to realise that they aren't safe and will start to become more nervous and anxious, slowly draining their willpower to make it easier for the user to perform interrogations or force them to stand down. The genjutsu, however, can't be dispelled with pain. In fact, it is only worse when pain is applied which has made it also excellent for combat use when the user is capable of letting the victim suffer pain - to ensure that the effects will increase on a much faster pace.
Weakness:
Experts on genjutsu will have an easier time than most to see through the technique. Those with a strong willpower also have proven on various occasions to endure the genjutsu. The genjutsu can be dispelled with disturbing the chakra flow.

Description:
Another technique developed by the Tough Rats. This one causes a victim to start seeing a double vision of the caster. The nasty part of the technique is that if the victim tries to apply pain that the vision will start to multiply. Another fact that this genjutsu is considered quite useful to distract and confuse an opponent is that when the victim tries to break the flow of their own chakra flow that the illusion of the caster will briefly vanish, but only to double in numbers a moment later.
Weakness:
As is the case with all genjutsu, experts will be able to figure out that the illusions have a certain weakness. Those who have a strong will be more resilient against the technique as it is evident that the genjutsu seems to use part of the victim's own chakra to last longer and cause the multiplying effect. The illusions can't, however, bring any sort of physically kind of pain or feeling upon the victim. Those not under the spell of the genjutsu will also be able to notice that the behaviour of the victim is odd and can try to dismantle the technique with entering a bit of their chakra to break apart the genjutsu.

History:
With the mind-reading technique, the Tough Rats started to employ trained rats. The critters would be used to simply follow or scout ahead to then return to their summoner/caretaker, who would use the mind-reading technique to learn what the rats had learned.
