If it's all of them then yes, it's definitely time to walk to away. Don't waste your time on people that aren't as interested as they say they are when you could go and find other people that really do want to play. It might be a bit cynical, but I don't see how it will improve; if you drag the group into starting the roleplay then I think you'll just end up resenting them for it no matter what happens. The worst scenario would be for the roleplay to start, only for you to then find you have to write all of the plot and to do all of the work for people that don't really appreciate it.
