Most people learned about it in the intro interview. Your character was one of the exceptions. The only other time she mentioned the conditions was in response to Chiyoko claiming that she didn't properly establish the conditions.

When Kaoru says 'transportation', she doesn't mean magic, does she? Because none of the characters can use their magic unless they are near chaos, so she won't just be able to fly to Kita if that's what you were thinking. x:
 
She means actual transportation. Like good ol bikes.

Chaos is pretty random. There are likely many areas which remain completely intact. It actually wouldn't surprise me if the girls found a functioning car.
 
I'm assuming Himeko temporarily handed over leadership of the group to Yui.
 
Functioning car but no gasoline and no proper roads. True despair.
 
I wonder what the others were like prior to becoming miracle girls.

You have a pretty limited window to find out. :P

I'd like to think when our characters finally figure out that this was probably the only chance they have to get to know the people they will be spending the rest of their natural lives with, they'll feel the same regret we do.
