I was thinking the two spies are on two different missions and are from two enemy agencies.Both are looking for information on the other's agency and unknowingly cross paths during a mission.They soon discover that a third party is determined to get rid of both agencies and the two agents as well.In order to survive they must work together.
That is what I had in mind but I'm open to other ideas.
