Aichi's quirk allows him to alter the density of his own body, and potentially, the density of others objects. Doing so allows him to make himself more or less dense. Practical applications are reducing his own density to being less than that of air, which would allow him to float, walk on air, or given a means of propulsion, to fly. As well increasing his own density to make an impact stronger, or make him more difficult to move.

Note: This does not increase or reduce mass or volume, only the density, therefore his physical body undergoes no visible changes.

Aichi is a kind soul, who wanted nothing more out of life than to help people and make others happy. As such, he tends to behave in a goofy manner, usually being friendly towards even the harshest of people. Often times Aichi attempts to use humor to deflect serious thoughts, emotions, or situations, preferring to act as though his pain isn't real, and to hide his struggles from others so the won't be affected. This doesn't always work, but it's the greatest defense mechanism he has developed over the course of his life. Aichi adores the idea of the hero lifestyle, and often laments the way his life has gone so far. While acting as though he is carefree and being goofy and friendly towards people, he is often shy and even quiet in tense situations or when dealing with people he doesn't know well. Interestingly, Aichi doesn't feel any particular ill will towards villains, instead seeing them more as misguided than downright evil.

Background:

Aichi's parents are a fairly conventional sort. His father was a hero for many years, only to retire after a particularly grueling battle. While his mother is a citizen without a quirk, but a loving and caring woman that worked herself to the bone to ensure her family's well-being and happiness. In his childhood, Aichi watched his father perform heroic deeds on an almost daily basis, hoping to one day follow in his footsteps. Aichi discovered his work fairly late in his childhood, and hasn't had a lot of time to learn to use it, and the timing for it to appear was poor. His father had only recently become injured and forced to retire. His sudden loss of his ability to be a hero caused him to become reclusive and bitter. The loving and encouraging father he had known his whole life changed into a callous and uncaring person. While his mother did her best to soothe the tensions in the household, and to make her husband return to the man he was, it was a constant struggle. Because of this, Aichi found himself spending less time at home, making reckless attempts at helping people while somehow managing to find himself surrounded by people who skirted the edge of heroism and villainy.

Many times, Aichi and his friends went out of their way thwart criminals and help people when they could. This would be seen as some to be admirable, at first, but quickly devolved into a troublesome habit that caused more harm than good. In fact, many different events led nearly every member of the group to change, either through failure, incident, or incarceration. A few of the individuals in particular that Aichi palled around with and admired slipped into the realm of aggression and criminal activity, even engaging with him on a couple of occasions. It was during one of these incidents that caused the young man to become in conflict with the laws of society. Having grown tired of Aichi's tendency to try and bring his criminal element acquaintances back to the side of good, they decided to remove him from their way and teach him a lesson. The two boys conned him into committing larceny and destruction of property, both of which he was found guilty of. What was worse, he wound up seriously damaging a young woman's career and business. Aichi never forgave himself for the incident and turned himself in, believing that the only way he could be certain he never repeated the mistake was to face punishment. However, his desire to help people and to be a hero didn't fade, and not long after he began serving his sentence, he was offered a spot at the Rehabilitation Academy, a chance to show that he could be a hero and atone for his mistakes.

Toguro's quirk allows him to transport himself and others to a separate and locked dimension. This is done through generating portals of sorts of a black plasma-like substance. Within this dimension, there is nothing, only darkness. This space lacks gravity, has no light, and seems an endless expanse, when in truth it as actually a very finite space that gives the illusion of vastness. People can also survive in this space as long as they normally could in the regular world. These portals can be of varying size, only large enough to encompass a target or to allow passage for a decently sized group. The more this power is used, the more tired he becomes. Additionally, these portals can only be maintained for a brief time, only a few seconds. Finally, only a pair of portals can be created every ten seconds, and only two can exist at any time. The longest a portal can remain open, as has been recorded, is three minutes.

The hero "Nightmist" earned his position as a hero by performing admirably as a student, then as a hero as well, saving many lives and capturing a good number of criminals. Over the last 6 years, he did well helping the public, but recently was assigned to teach and work on rehabilitating potential heroes that had taken the wrong path. Of course, he was chosen for his skills, not his personality. This is his first year serving in this role, so he is unsure of how it will go.

Toguro is a somewhat sombre and macabre individual. He has a tendency to be fairly dark and ominous towards people, and isn't particularly fond of idle chatter or befriending people. The epitome of substance over flash, Toguro believes firmly in being forward and honest, while pushing others to focus on what is important and ignore what isn't. This tends to make some think he is rude or stand-offish, which, while not untrue, doesn't mean he has no sense of caring for people. His sense of personal responsibility is as strong as they come, and he will put himself on the line to do what he must.

Background:

Toguro had a rough upbringing. His parents were both heroes, killed in a tragic attack from a villain while they were in their home. In the world of heroes, maintaining a secretive identity is important, and names have power. A fact that was burned into his mind when his parents were brutally murdered in front of him. Toguro himself wasn't entirely spared, and he was wounded in the attack before he was saved several hours after the attack occurred and he was left for dead. From then he was raised with a foster family that cared for him, but always treated him differently. While he didn't hold any ill will toward them, he knew he was an outsider there, and left as soon as he could. Once he became enrolled in a hero academy, he excelled, becoming a hero like his parents. However, while his parents were paragons of truth and justice, the kind of heroes who stood out proudly and proclaimed who they were, Toguro chose to be secretive and mysterious. This has caused many other heroes and citizens alike to be a little skeptical of him, even going so far as to say that they could see him more as a villain than a hero. Still, his convictions for being a hero remain as strong as ever.

Since becoming a pro hero, Toguro's outlook has changed slightly, and he has lightened up considerably from how he used to be. His angst and mistrust was replaced with an affection for the people and the youth, hoping to ensure as many great heroes could come about and avoid the fate of his parents. That being said, he still advises against being too involved in the public and the media, due to the dangers. When he was assigned to the rehabilitation academy, he was displeased, but realized that he would be an ideal choice. Since in his earlier years, he wasn't terribly far from being a sort of vigilante, his ideals being more of a moral grey area. This would give him an understanding for some of the positions of the students, and hopefully help them connect.

Quirk: Based on "Glass Hearts"/Matchmaker quirk rolled... introducing "Love Bomb"

The quirk allows the user to form "heart bombs" of hormone inducing pheromones. These throwable hearts are made of a thin layer muscle that can be tossed like a molotov cocktail' that explodes upon impact or punctured to leak the inner gas. One of three pheromone combinations can be used: oxytocin/vasopressin, dopamine/serotonin/norepinephrine, and testosterone/estrogen. Each has a varying effect on those exposed (minus the user).

OV creates kinship and attachment. No one is considered an enemy. Major feelings of withdrawal the longer the victim is exposed. DSN creates attraction. Enemies are still existing, but attraction between individuals (either amplifying preexisting feelings or enhancing thoughts of current individuals) DSN creates feelings of exhilaration and euphoria while suppressing hunger. Can cause starvation if overly exposed and not in a ventilated environment. TE creates lust. Even if there is no sense of attraction, make out sessions can occur to fulfill that primal need. Heightens emotions, can turn enemies against each other. The denser the gas, the more opaque. At higher levels, it can act as smoke screen.

Additionally, the force the gas leaving the container in higher pressure can do work and propel those in the direction opposite the whole. These hearts come at a cost. They come from a small piece of muscle that slips through the ribcage (think of Momo). The heart diligently works to repair, but it leaves the user vulnerable to electro shocks (can stop heart). Also, use causes a brief moment of erratic heart beating. Great physical toll, requires lots of protein to supply the muscles.

However, many get the impression she is biding her time for something more. Her sense of humor is dry, often making jokes at someone's expense. She's petty as can be, but she does regularly practice forgiveness. Kana is not a loyal individual to just anyone. It takes years to really trust someone. However, she does her best to remain on good terms with as many as possible for diplomatic reasons, but she may not always be successful. Vain; compliments are a way to her heart.

Background: Born to Ito Masaharu (Father) and Ito Ayaka, Kana's life was relatively normal. Her father had always dreamed of being a hero (to the point of idolizing them), but his lack of useful quirk relegated him to general studies. Once upon a time, he was filled with ambitious ideas and dreams, and her mother was sold. The dreams did not pan out years later, and all they could do is keep working at the family owned convenience store to make end's meet. They were loving parents to Kana even if they were albeit unhappy in their circumstances. She always felt loved and supported, but there were points of contention between her and her parents. No matter what, her father remained an enthusiastic supporter of the pros like many others in their community. Kana saw the pros' lack of active involvement and felt disillusioned by this blatant hero worship. Her desire was to be a doctor or a lawyer, herself, but the lack of resources for so many years kept her from being competitive to get into those fields. She is willing to do what it takes to change her circumstances without relying on her quirk.

Hobbies: Does working in a convenience market in like all her free time count? Just kidding. Kana's hobbies include calligraphy, maintaining her aesthetic tumblr, and sneaking out to go to underground concerts. People watching is pretty fun, too.

What actually happened: Kana found out that an upper class lawyer was accepting bribes from criminals in her area. Her neighborhood was not the best, and the lack of conviction and lack of proheroes in the area was frustrating. Children were not able to play safely. Moms had to scurry home from the grocery store. So, Kana did a little snooping and found out the lawyer, Nakamura-san, was not only accepting bribes but cheating on his wife with his secretary. She offered to keep the information a secret if he offered to pay a weekly stipend. He was amenable until his wife found out on her own.... There was not much to keep him friendly, but by then, she helped her family move into a nicer area, and she was willing to accept her consequences. She may have left some.. threatening notes as well.


Notes: She does not hate pros. She's annoyed that there is a huge degree of hero worship. Her motivations for actions are typically about "getting even". Sometimes the morally 'good' action aligns with her actions and sometimes it doesn't. Kana does not purposefully pursue unlawful actions. It all just happens.

GLASS HEARTS/MATCHMAKE:

The user of this quirk creates glass hearts filled with a pheromone type gas that makes other people fall in love with each other. While the glass hearts don't really help offensively unless to provide a distraction, they can work both defensively or help get the user up to higher places.

The quirk lets the user create two different types of hearts; throwables and frozen. The throwable hearts allows the user to toss these hearts like a molotov cocktail; they explode upon impact and everyone caught in the gas will be paired to the person standing closest to them. This can create a giant makeout session, or complicated love triangle, or quickie sessions should any kind of sexual attraction be present. The frozen hearts are the ones summoned in mid-air. They are immobile and fragile to the touch depending on the amount of gas emitted. The more gas inside of the heart, the sturdier the glass becomes. Can work well for a shield, or to create stairs that shatter upon impact (gotta climb fast).


Note:


-This quirk works when two or more people of the same mental maturity breathe in the gas. Children can only fall in love with children, teenagers can only fall in love with teenagers, and adults/elders can fall for adults/elders.

-This quirk is amazing for distraction purposes or to catch evidence for blackmail

-If only one person breathes in the gas at a time, they will just be stunned for 5 seconds and the love effect that would have taken place will wear off.

-You are allowed to change up some things to match your character~ If you don't like this quirk at all, you can ask me to reroll or base something entirely different off this quirk

Rin possesses a rather dangerous quirk, and a rather hard one to control at that. He is able to summon balls of dark matter which appear to be glittering stars in a vast space. These orbs are cold to the touch, though they aren't large enough to damage via cold (at least what he can summon). Sizes of these orbs can vary, the larger they are the harder they are to control. His summoning is limited to a certain distance from him. These orbs can also explode and cause damage to the area around them, when stacked they can do a decent amount of damage in result (It's sort of like a dry ice bomb). There is a slight gravitational pull around the orbs, this also gets stronger the larger the orbs get, but not strong enough to pull anything larger than a large plant pot.

This quirk is also affected emotionally. Large amounts of stress can cause him not to be able to control the time of the explosion and the sizes may very as well. Intense pain may cause the same thing as well. If his powers go out of control his body will be enveloped by said dark matter and random orbs of random size will also emit from his body. When this occurs he is not able to think logically and tell who is friend or foe. This form is also incredibly painful to him and mentally damaging.

Personality: Rin was always the quiet kid in the class. He never really reached out to people other than to give a rare helping hand. Most of the time you could find him alone reading, or asleep. He isn't one to make friends outright or seek conversations with others but Rin is willing to listen to people. Often times Rin never really objects to people ordering him around and is actually really diligent. Rin tucks away his own emotions as a way to keep his quirk under control. Of course he is just as human as anyone else. A strong vein of bravery runs through Rin as well as a thick stream of sadness. There are a few topics which can easily break Rin, and in result Rin never speaks of his own family.

Background: Rin was born to two citizens, both who simply didn't want to bother getting into the hero business. His mother had quite the mediocore quirk, which was only useful in everyday life, while his father had a rather battle oriented quirk. Rin also has a twin sister

What actually happened: Rin's survival instincts were triggered after a massive amount of stress laid itself on his shoulders. Before him was a threat of injury hand in hand with mocking of something that was tucked deep in his heart. What truly happened was self defense, the other side had just left out how the 3 students were starting to beat Rin. This with the stress caused his quirk to malfunction and go out of control for a brief amount of time.

The Queen's Armory consists of multiple drawers that house multiple weapons. Working much like a dimensional closet. Each drawer has it's own number and weapon inside. Weapons of various types including swords, bows, Spears, (etc). Amelia is able to summon each drawer and use the weapons. She is only able to use one primary weapon (like swords and bows) at a time, and one secondary at a time (throwing knives and small weapons available for easy sheathing). Objects are not able to placed into the draw and people are not able to do in either. Amelia must practice with the weapons as well to be able to use them, she does not immediately know how to use them. These drawers also take a second to be opened (unless forced open by Amelia) and she must take out the weapon, it does not just immediately spawn in her hand. Weapons like throwing knives and kunai are located on belts, even in the drawer. These are able to replenish without going in the drawer but it takes about a minute or two for them to fully replenish, which forces more tactical approaches.

She loves to get what she wants and is rather materialistic. She loves to watch people squabble and fight, though she does nothing to take part in them. Though once you get past all of her cruel pieces of personality then you'll once again find her kind side. Well, in a way. She's nice because she wants to be, to her it's interesting to observe others from the back lines. Amelia will step in if she needs to, also being a bit of a battle junkie enjoying the thrill of a swordfight. Honestly she's a bit of masochist, but good luck seeing anything past her façade. After all she hates to flaunt her inner self in public.

Umeko Sakura is a young woman who is not only kind, playful, and loves children, but is the most rebellious person the idol industry has ever seen. She loves danger and tends to have the most fun when she's risking her life in a situation as well as always being out and about to cause trouble. After being cooped up for so many years learning how to be the perfect idol, Umeko developed traits that make her a nightmare to work with on stage. She does not listen when being told what to do, she improvises more often than she should, she throws middle fingers at her managers when they try to make her work 80 hour weeks (again), and she loves to break all the rules in her contracts. She especially loves breaking the diet and love ban rules.

However, in hero mode, Umeko seems to lose a lot of these negative traits. She is diligent, listens to her comrades, quick to take in her situation and comes up with a plan easy. She is still playful and carefree, but much more alert in regards to herself, her teammates, and the citizens around her.


Background:


Umeko Sakura was born to dirt poor parents who were overworked constantly to try and save enough money to feed and pay the bills for everyone. Both worked in factories who had no mercy on their employees. She could recall the days her father had to return to work with severe bronchitis and her mother crying because the pain in her hands forced her to miss a day. After witnessing her parents suffer like this, Umeko promised herself that she could grow up to make tons of money and give her parents the life of luxury they deserve.

Umeko joined an Idol Academy thanks to her aunt, where she would undergo years and years of what felt like torture. She was made to pretend to be someone she wasn't, made to go on hard diets and exercise for hours at a time, had no free time, was constantly stressed, and was forced to apologize until she was in tears for doing normal teenager things. The managers were clearly money hungry sleazebags with no care for their clients. This made Umeko furious, and as she grew older, she learned the way to fight back.

She joined UA under her managers' noses, and from there, Umeko got to work.

Umeko studied and trained hard to become a Pro Hero while also working on her Idol career, despite her managers' constant protests that she should quit this Hero nonsense. By this time, she had gained a small following and her voice was being heard around the country. Her biggest debut was at the Tournament, where she sang one of her songs against her opponent and won after knocking them out of bounds.

After building up a Pro Hero fanbase, Umeko became twice as popular as she had ever been, thus putting her managers at her mercy.

She rebelled constantly. During practice, Umeko would take breaks at any time (even mid dance) and eat sugary foods despite her trainer insisting she stay on her diet. During interviews, Umeko said what she wanted and spoke the truth, completely breaking the cute character her managers had set up. She openly said things the company did without explicitly saying they were terrible, letting the audience slowly piece together what happened behind closed doors. Umeko openly and constantly dated, breaking one of many major Idol rules that made her managers quit on the spot. She became undesirable to some fans due to her dating around, but honestly, she didn't care. Umeko made plenty as a Pro Hero that she didn't even need those extra sales anyway.

Umeko would hire and fire more managers than she can count, usually having a new one every week or until they grew tired of her rebellious attitude.

She currently manages herself and uses her popularity as a Hero and an Idol to sell her music. Umeko, with the fortune she's making, gives her parents the lives she felt they deserved and currently does her best to make an impact. Sometimes she does concerts and volunteers to do shows for charities at no cost.

After being offered a job at JRA, Umeko accepted without a second thought. She understood rebellious teenagers better than anyone else, and so knew being able to predict them would make things a lot easier for her team. Also the paycheck was pretty fat so...

Personality:It would be hard to explain what Hiro is in a single word. However the closest we could get from hin would be Pragmatic. Good, Evil, those are mere words used for pleasing the crowd. What really matters is what he is going to gain versus what he is going to lose. Because life is a balance, you have to lose something to gain something. Calm and patient, he reacts only when his sanity is put into jeopardy. Most of the time he appears as agreeable, warm, nice. But the day you stop being of use to him he will watch you burn without moving the little finger . He is also quite manipulative, in fact he enjoys playing with his classmates psyche. Knowing what makes an individual tick, how to push them little by little to the brink of insanity. It amuses him to no end. Also as a student he is quite smart, he learns easily in class and can recite by heart the most complex formulas.

Background:

Why is childhood seen as a fond memory. Because we tend to believe that life was simpler. It wasn't, we were different, the world revolved around us and it was good. It shouldn't have stopped, but it did.

For Hiro, it was at 5 years old, when a fight between heroes and villains stole both his parents.He stopped being the center of the universe for there were far too much children like him. Well can't say that he was left with nothing, his parents registered his quirk when he was but a baby. Metamorphosis, he could transform, wasn't a bad quirk nor a good one really, at least he wasn't quirkless. Now that would have been a tragedy plus he was having fun becoming characters from his cartoons so not too bad a quirk really.

If only they knew, he could fly, throw fireball, summon a giant ice cream dinosaur, but as soon as someone came everything disappeared. His parents thought he had too much imagination. The other kids of the orphanage called him a liar and pranked him with as much cruelty as kids are able to give.

Then there was school. He changed his way. He would first grant the privilege of knowing his true powers to a select few. The suckers, the easily impressed, the one who would just need a bit of a nudge to gain there faith. And with them, the rumor mill started inflating in school, but it was too fast, too soon. He had no control over it. He was what? 9 at most? All he wanted was to be the center again. He made his classmate fear him? Then adults were thrown in the mix and he was to see a psychologist.

He tried to dupe him, to play him like he played his classmate. He had no chance. Not only he couldn't make him believe his abilities, the adult knew his quirk was metamorphosis, so the rest was just imagination. However it was so vivid that it impeded his real world view. He was then sent to a psychiatrist who saw his imagination as delirium. This and the desire to control other. He was diagnosed unfit to live in society. And he was sent to an asylum.

He was only ten but he was heavily sedated. Even thinking was like swimming in jello inside his own head. He was filmed 24/7 so he wouldn't use his quirk to escape. He tried, he was caught, and caught again. He also drstroyed the wall, went flying, travelled through time. But as soon as someone ooened this damn door he was back in his room, stuck as a prisoneer and the videos... well there were two versions, he could clearly sees himself walking through the whole, flying awy, disapearing, you name it. But adults... well they just saw hin in his room acting as if he was living these amazing aventures that he knew he really lived. Well let's just say there was more pills.

The worst was certainly this emptyness, nothing to do, four walls, a bed. And sometime, some food. Nothing else. Once in a blue moon he was allowed to walk a bit out of his room. He was kinda afraid of using his power. Because afterward, the pill would be back. And one day, he saw on the record what other were seeing. It was truly frightening. Was his ability a lie all this time? No, even if it was a lie, it was his only way to get his every whim fulfilled. That's when he learned how dangerous the world could be toward him and his dreams. That's where he learned to lie as if his life depended on it. Because it did.

It took years to perfect it, but he was finally freed from the funny farm. He decided to be more discreet once in middle school. This time he would make his true quirk a secret, a gift and a curse. He would grant the wishes of his followers and make the treators livetheir worst fears again and again. For his ability had a weakness, the further he was from someone, the less his ability would affect them as if it was really an illusion, but the effect it could do on their mind. This wouldn't disappear. So to get follower, he would have to push them to insanity and beyond.

Ugh, I'm weak to these kinds of characters.

All I want to know is what is the limit to what Hiro can do with his quirk. The reason I ask is that I don't want the characters to believe he can pull out a giant rocket launcher from his coat, he does, then there go the antagonists.
 
Well he can believe whatever he wants, when he is alone, his power looks like one giant delirium. If he was to tell you that he had a giant rocket launcher in his pocket until he was blue in the face. You wouldn't believe him, right?

The only way for him to get one out, would be that you believe without doubt that he could get a giant rocket launcher out of his coat pocket the same as people believe in god without proof. And these conditions are for two people only. When there is more the rule of majority applies.

So if he was to get a giant rocket launcher out of his coat pocket, that would mean that more than half of the people in the juvenile rehab center would believe that he can get a rocket launcher out of his coat pocket. And in these conditions, that would mean a win for my character.

So can he get a rocket launcher out of his pocket, only if he manages to convince more than half the center that he is god. And of course this means convincing all the p.c.s. That would serve as victory conditions not as gameplay.
 
The biggest issue with this concept is that in the source material, quirks are strongly documented, and this character would be in a government facility. The staff would know his quirk, at the least at a basic enough level that he wouldn't be able to fool them. Thus, it's highly unlikely that any of the students would be clueless about it as well.

That being said, the core concept of the quirk has potential, but it is just too difficult to apply practically, especially in this kind of setting.

The issue I have with this is this quirk has the potential to be really really powerful. Don't get me wrong, it's a cool quirk, pretty original, and I know where you're going with it, but it's got to have some kind of weakness or a physical limit to what he can do.

This is also a very loose quirk too. Hiro's manipulation abilities do tag well with the quirk, but if the protags never believe him then he may as well be quirkless you know?

Plus, if the characters believe him super strong, fast, intelligent, and basically everything they need to win; well, that's just going to cut the RP short by many arcs.
 
Well I admit, it's not a hidden quirk per se, but you have to believe it for it to work. Plus he was in an asylum, where he could never show this god like ability, and it wasn't by lack of trying, in fact he has been trying to show it since he was a kid. So sure there is certainly a note about him suffering from mystic dementia.

As for how to play it, it would be more of a psychological warfare. Because one would be quite insane to believe that god was one of the facility inhabitant. Nothing showy, just suggestions and discussions.

Character is manipulative, that is the only way for him to assert his power. But truth being told, even if the power didn't exist, that it was just a delirium, he would still push people until they would see him as a god.

Yeah that's kind of a all or nothing power, except only deku is quirkless, he has been registered with transformation quirk, he can change into any individual, animal, plant, object, whatever really, but he gains no strength or extra ability, it's just esthetic.

Plus you kind of got it, the other individual has to be utterly convinced that hiro is super strong, super fast, super smart. And if they are not alone, he shouldn't be the only one. It's kinda balanced, because for his power to work in a room, more than half of the people must be believers, and by believer I mean that they believe without a doubt that he can do it. But then there are NPC, however I don't target NPCs, I target PC's, I mean what is the fun in playing alone with hood ornaments?

So yes the power seems strong, it is really. But the conditions for it to be effective are a journey in and off itself. So there is no way for the player to go lol I evade myself cuz I'm the strongest. The character litterally has to create his own sect. And hide it from governement eyes. Plus we are just level 1, it's clear that if you can't control level 1, good luck with levels 2 to 5. So the chances for my char to get a rocket launcher outta his pockets are slim to none.

However if you would feel safer to damper it, I have no problem with it, after all due to all these criterias, character wouldn't be able to train them correctly.

Yeah I can't really allow the quirk mainly because there's no guarantee the other characters would believe in him like that. Some (most) seem to be "see it to believe it" kind of people, and if they can't see Hiro do something that he claims, then it'll be pretty hard to believe it -heheheh Naruto-

Anyway, yeah. I do like the character, it's his quirk that's just an issue. It can either seriously put a damper on the story because powerful or not do anything. And with some battles I have planned, the character has to be able to use his quirk under not so strict conditions
 
And here i was fearing for it to be too powerful. Well how about allowing a base version of what he want to do that get stronger the more people believe he can do it. For example instead of getting a giant rocket launcher out of his coat pocket he can get a firecracker out.

Then maybe he can get a gun the more people believe in him, a rifle, a rocket launcher and a giant rocket launcher.

    Background: Keita was born to an average but boring family. His mother had a quirk that let her hover and his father had one that let him run quickly. Although the both had decent quirks they chose to live normal lives. His father was a salary man at a company that made paper, his mother was a librarian. They decided that before Keita was born they would forbid the use of their quirks in the house trying to keep the house and their lives super hero free. Keita was born with a combination of both Quirks he later called hoverboard.
  • His patents raised him quirkless, telling him from early on that neither of them had a quirk hopeing it would make Keita prefer the simple life. One day he was about to fall off of the jungle gym, but instead of hitting the ground he just stood there in mid air. He later found out he could use this power like a skateboard.
  • With his quirk he was able to escape the slow life his parents jad made for him. He could go anywhere and do anything. He knew what freedom was and loved every minute of it.

    Guilty?: yes, but its complicated
    Crime on paper: assailant was using his quirk illegally while on a public side walk. He tried to perform a trick mid air and landed on an elderly man. The elderly man was injured breaking his left wrist and sustaining several wounds along his arms and face.
    What actually happened: keita was using his quirkin a construction site trying to work on a new trick when he lost his balance and fell onto the public street wjere he avoided hitting several pedestrians. Just as he thought he was clear an old man jumped out infront of him and started yelling at him to stop using his quirk and Keita crashed into him.
