I can't create a group

I went to start a new group, but I got an error message saying the page could not be displayed. I was just wondering if I'm the only one this is happening to (am I not allowed to make groups?) Or if this problem is happening to everyone?

I'm currently on my phone, could that be affecting it?

It is currently not possible for any members to create groups. You'll have to wait until after the update day on 28th August for the entire system to be fixed~
