Edward the picture you used is a real character in the show. He is a real person in this universe, you're whole CS looks good but your powers, please tell the extent of them.
Oh I don't know.....maybe because that character already exist in the universe, perhaps?
So there's a few things here that are good, personality, and some powers. My only issue is that he's not human, if his history can explain he's pretty good. Same goes with his Nen, seeing that's only being able to have use for licensed hunters. Make the few changes and everything things is fine.I have to leave soon, but when I come back I'll have his history up.

There was a healing scratch on his face, and bags under his eyes from little to no sleep. You wondered if you should go talk to him. Approach him from the distance, though you were afraid what kind of monsters he hid. He stands at 5'5" and weighs 87 pounds.[/BCOLOR]

[BCOLOR=transparent]Hollow Bones; because his bones are hollow, they are easy to fractures. He doesn't take physical blows very well, especially with those bigger and stronger than him. Despite his own enhancements, he is not very physically strong, which puts him at an adaptable disadvantage to his other fellow hunters.[/BCOLOR]
[BCOLOR=transparent]Anemia; due to a genetic defect in his red blood cells. His body doesn't make enough red blood cells, which sometimes leaves him tired and dizzy. [/BCOLOR]

[BCOLOR=transparent]Doubt; Sometimes Nez can doubt himself and when he doubts himself, he doesn't work nowhere near as efficiently as he does when he does believe in himself.[/BCOLOR]

Looking at the fact that all the Hunters were all physically based fighters, he's always worried, someone is pointing at him, and saying he isn't worth being a Hunter. Which spirals in Nez's doubts about himself. It's a vicious cycle that repeats itself and feeds into itself.[/BCOLOR]
[BCOLOR=transparent]Nez's biggest enemy is himself. He feeds into himself he amounts to nothing or is nothing, but he wants to find if he is worth something. He wants to figure out whether or not he is a failed project or if he really isn't as flawed as he likes to think.[/BCOLOR]

[BCOLOR=transparent]Some would be off put by Nez's unwillingness to speak to others, the expression in his eyes would say that he's a silent, introverted soul, but that's far from reality. Actually Nez is pretty meek, as his physical attributes are. Probably because it's the first time out on his own, without any guidance. Nez is open to meeting others, but is often hesitant and shy. [/BCOLOR]
[BCOLOR=transparent]A lot of his unwillingness to speak to others, is merely a shy wallflower, not sure how he fits or belongs in this world. Or how to interact in it. The world and social integration are still new to him, so he may seem insecure, almost second guess himself.[/BCOLOR]
[BCOLOR=transparent]But he's aware of his thoughts and feelings. He knows when he is being irrational and often tries to correct this when he does recognize it. And just because he's shy, doesn't mean he doesn't want to get to know other people. He seeks to understand the perspective of others and tries to understand where they are coming from.[/BCOLOR]
[BCOLOR=transparent]He's commitment orientated and when he sets his mind to something, he will complete it. He moves objectively from one goal to the next, and puts one hundred percent effort and commitment into anything he is doing, no matter the flaws and weaknesses his physical ailments get him.[/BCOLOR]
[BCOLOR=transparent]But he's not without his insecurities. Generally nervous about being accepted into the Hunter's exam with all his physical ailments worries him. Sometimes, he doesn't always have faith in himself that he'll be able to complete something because of all his physical ailments. He can be a kind of worry wart in that aspect.[/BCOLOR]
[BCOLOR=transparent]A lack of sleep and a wandering mind sometimes can lead Nez to fall down a pit of anxiety and worry about his own strength. He's afraid that he will fail the exam and that he'll have to go back where he doesn't want to go back. His nightmares include his "father" finding him and taking him back home. His nightmares also include him failing because he's too weak.[/BCOLOR]
[BCOLOR=transparent]All of these stem from personality insecurities of his own. However, he is being described as having critical intellect. He's smart, and what he makes up in the lack of always being able to fight physically, he surely makes up for his brain. He's quick and observant, and easily can come up with solutions. He uses his intelligence as a way to enhance his weaker status fighting skills.[/BCOLOR]
[BCOLOR=transparent]He fears his "father" and creator. He also dreams about the things he saw in his home, if you can call it that. He wants to become a Hunter, so he can expose his "father's" lies. He wants something for himself to mean something other than he was a pet project in a lab.[/BCOLOR]
[BCOLOR=transparent]He has decided he likes rice balls, and he likes smoke salmon. Lots of salty flavors, but not greasy flavors. Salty. Like smoked salmon, or squid chips. Or smoked eel. But he has decided he doesn't like greasy or slimy foods. Like soups and hamburgers. He's often seen carrying around juice boxes with him because he likes them. [/BCOLOR]

Everything is fine but his powers and weapon. I'm okay with using a spear as a weapon however by making more spears with it is a type of power that only the few hunters with training can achieve. Later in the story he can use the ability to creat more spears however we are starting so I'm limiting if until later. As for your telekinesis you can have it but it will have to be limited, being able to float on the ground is completely fine, however throwing people or rather large objects around will be harder. Please explain how powerful his ability is and everything else looks really good.

After achieving complete boredom he decided that becoming a hunter might give him some entertainment for a while. 
Skills and Abilities
His very fast and always floats above the ground, due to his telekinesis powers he can use his weapon which is a long spear called ''Gae Bolg.''
He can only control his spear. He has one special power with his spear that allows him to form multiple spears up to 10.
Weakness
Without the telekinesis powers he would be powerless and wouldn't have the ability to use his spear due to the heavy weight.
Personality
Extremely lazy, He would rather sleep then fight and would rather let his teammates fight alone then help. His lack of effort can get people killed but if he does help he is great to use against large enemies. In a ironic twist he likes sweets just like any other kid and rewards or flashy things get his attention easily.
Backstory
Koko Tsuna was always the odd kid and due to his powers and the mix of rebellious nature of not wanting to give any effort he is usually home schooled by his parents... Too bad he doesn't care about that stuff and would rather be a hunter instead of a scholar.
Don't believe i said my character could throw objects. If i don't say he has it then don't assume he does.
