I'd say you were allowed in Ket. He honestly seems like the Ice Alchemist that Wrath kills. xD

But overall, he's safe.

Xiao stands at a rather average 5"8' and possesses a small, yet powerful frame, thought its often covered by his loose fitting clothing. His black hair is a bit wild around the bangs, haphazardly covering half of his face and even the fact that its pulled into a ponytail that reaches the small of his back does nothing to detract from its unruly visage; this does have the effect of taking away from his strong jaw and makes it difficult to see his calm, blue eyes unless he happens to be in close proximity, which admittedly isn't all too rare an occurrence. When not adorned in his tan traveling cloak, he usually wears an unbuttoned blue Gi Vest with a white undershirt and his loose fitting black cloth pants which are held up by a thick piece of rope from which his drinking gourd hangs. He only ever wears his wooden tabi if he's passing incredibly rocky or sharp terrain or if he's entering a town, otherwise he walks barefoot. As a special note, he also keeps both of his arms wrapped in white cloth up to his shoulders as if they had been mauled or burned; to the contrary, there are extensive alchemic runes carved into his skin with transmutation circles on the palms of both of his hands, things he is better off keeping concealed.

Background
Eat, drink, and live life like every day, sip, and bite could be your last; a philosophy that Xiao Huap'lann inherited from his father and carries on to this day. While he was born into a lower class family, that didn't stop his days and nights from being filled with joyous laughter from both himself and his family. They were a happy lot, always enjoying life in all of its small, subtle ways that most might take for granted and while there were times when Xiao had to go without, he could never say his childhood was anything short of happy. He was always a headstrong sort, refusing to accept injustice where it stood and adopting his family's traditional martial art "Qwelan", roughly translating to "A Single Step", in order to uphold not only his honor, but the honor of anyone who couldn't defend their own.

Unfortunately, these happy times weren't to last and on a warm summer evening, a rouge band of alchemists who had been rejected from the Amestris State Alchemist Exam barreled through his neighborhood in a fit of rage, injuring and killing many, Xiao's mother included among the dead. With only a rudimentary understanding of alchemy and with only a local wise man who had also lost his daughter in the attack to help, he underwent a gruesome process wherein alchemic runes were carved into his arms, all leading to the focal point of his palms where a transmutation circle lay in the middle of each. With these runes in place, he was able to harden the skin of his arms to the point not even the sharpest of swords could cut through and his moniker as "Stone Arm Xiao" came into being.

With grief and rage in his heart, he descended upon the inn the alchemist had holed up in and proceeded to use both his martial skills and his stone arms to beat them to within an inch of their lives...and then past that threshold, blood for blood and a life for a life. Knowing that having killed, he could no longer remain in his hometown, he bade his father farewell and departed to travel the world, hoping that perhaps one day he might find a way to undo the wrongs committed against his family and perhaps return to his home. 5 years later, upon hearing rumor of a alchemic sand that might be capable of achieving any kind of miracle, he set off on a new journey with a new hope in his heart.

As a person, Xiao is quick with a laugh, jovial a majority of the time, and tends to liven up whatever room he happens to be in...even if he can get a bit frisky from time to time, especially when he's had a little to much to drink. He can be serious when a situation calls for it, but most of the time he tends to handle things that come his way with a touch of levity, believing wholeheartedly that stress and worry only lead to poorly made decisions. When angered, or better said if angered, his calm surface gives way to a far more ferocious storm lying just underneath, proving him to be incredibly vicious in a fight where something important is at stake; the more important the stake or the more offensive the offense, the more violent he will become. Though he absolutely abhors the thought of killing again, he can and will if the situation calls for it, though he will only seek it as a last resort.

Knowledge
Xiao has a very basic understanding of Alchemy that really only extends to his use of his stone arm technique, though he has the capacity to be taught if someone took the time to teach him. His understanding of Alkahestry is even more limited as it is something he's only seen in practice a handful of times in his travels, though it stands to reason he could be taught with enough time and practice.

Inhuman Skills/Abilities
Stone Arm Technique
Using the alchemic runes and transmutation circles etched into his arms, the skin up to his shoulders can be made as hard and durable as steel, allowing him to block swords with ease and deliver devastatingly blows capable of crippling a normal person.

Qwelan
The Haup'lann families traditional form of martial arts. The name roughly translates to "A Single Step" and focuses on delivering the maximum amount of force through the least amount of motion; teaching its practitioners to only move when needed and to keep their entire body tensed, only shifting that tension as needed before moving it back to their center or towards their next blow if there is one. It requires the practitioner to have an extremely powerful core and the constant tension can often lead to torn muscles in beginners or if the user isn't paying attention to their balance of tension.

I am absolutely confused. There are two separate IC threads. I clicked on the link found on the first page, and posted. However, I discovered there are two separate threads! I don't know if I posted in the wrong thread or right thread.
