There are a lot of issues. Arthur also supposedly tried to drown all the kids born on Mayday, and Mordred survived, and became a Chief of a tribe.
(I'm a big fan of legends.)
 
The only issue (a minor one at best) is his magic resistance. As magic begins to degrade so does magic resistance. For example Sakura Saber despite being Saber class only has magic resistance E. So does your character have some kind of special reason for having very high magic resistance?

Description:
The coat that Rostam wears, made from a dragon that was said to be invulnerable to the elements and all conventional weapons. The coat grants Rostam the protective properties of the dragon he slew, granting him an equivalent of Magic Resistance(A) and nullification of physical attack lower than B rank power in potency. An ultimate defensive noble phantasm, this is what allowed Rostam to wade unscathed against the many great champions of Iran, eventually leading to his demise when he did not wear it and was killed by betrayal. The coat does not protect the lower legs and hands.

When Rostam's heart stops, it will release a surge of prana that invigorates Rostam and restores him to his original state, fully unscathed, much like how Sephid's demonic heart released a healing surge after he was defeated by Rostam. The heart can resurrect Rostam seven times, but after each activation a days wait must be endured before it becomes able to be utilized again.

Though his skills, stats and NP do make sense, this guy is better then Berserker Herecules and is far to powerful. When Darth Raven ask if he could use Karna, I said only the CCC version cause the regular one was to strong.

Alright, so he has a curse that grants him magic resistance.
 
Ashwa can't revive and kills his Master through prana drain if he uses his NPs more than once a day. Rostam is somehow stronger than Herc.

The form and flesh of a man prophecized to be king, bearing the quick-wittedness and brute strength to defeat beasts unaided. Though he has been resurrected by the power of the Grail, Servant does not regard himself as a vessel to the soul of his original -- merely as an instrument of God. He does not terribly mind this existence, content merely to feel the grace of his Lord.

In life, the Servant is said to have exorcized evil spirits on the behalf of King Saul of Israel with use of his harp alone. His skill with the instrument is such that he is capable of purging mental interference and restoring psychological stability to those who listen to his music. However, the accuracy of projectiles and polearms suffer a large Rank Down within hearing range. The Servant's act of exorcism may have a modern analogue in musical therapy.
