This is Sephus 1 the hive city that so many billions of imperial citizens call home on the planet of Sephus; one of five hive cities that lay embedded upon its deselect surface. Your hive world resides at the northern edge of the Segmentum Obscurus; far from the holy light of Terra and dangerously close to the Eye of Terror the prime gateway of chaos. The planet you reside on is a self sustaining one and operates much like you would expect. People live, eat and go to work such is the life of the average imperial citizen. Sephus' main resource is people and raw material manufacturing. Every few standard years large freighters arrive of all kinds. Some are Imperial Guard vessels looking to recruit mass numbers of the able bodied into the Astra Militarum. Most others are ships from other worlds or systems looking for labor workers and materials to service various agricultural or forge worlds that are in need. Sometimes words travel around that inquisitors are known to arrive on Sephus looking for those who show promise...or heretical values.

For the nobility who reside within the highest spires of Sephus 1 a stark problem has befallen their city. The population of Sephus 1 has increased far beyond what food and water they can produce by themselves. Reaching well over one hundred and twenty billion documented inhabitants and no freighter fleets are scheduled to arrive for some time. If left unchecked the main populous would continue to suffer through starvation. The beginnings of unrest and riots have already started popping up within the lower pockets of Sephus 1. To prevent full on revolt the nobility gave clear orders to law enforcement and the planetary defense forces. All criminals from petty thieves to suspected heretics are to be exiled to the Underhive. That way the population could come under control hopefully long enough for vessels to arrive and relieve the world of its overpopulation even further. However, an unforeseen side effect occurred due to this latest implication. People were abusing how easy it was to get others exiled and sent to the Underhive. Political rivals, annoying coworkers as well as many other manners of things. False accusations of people committing heretical acts and other crimes were rampant and many not guilty are sent down below along with the guilty.

The Underhive is the lawless underbelly of any hive city. It is home to all manner of criminals, mutants, heretics and who knows what else. With no real governing body the streets are controlled and fought over by all manner of gangs and cults vying for the limited resources they can find. It is a cruel and violent existence where only the strong, quick and clever survive. Technology is the most valued resource for those below. Working vehicles and weapons are the most prized while water and food purifiers are a close second. In times the noble houses from above will pay gangs from the Underhive for all manner of unlawful deeds. These gruesome tasks are usually too good to pass up and at times allow the covert to return to the proper hive city for a time. Many have resigned themselves to this fate of not knowing whether the next day could be their last, some even dream of that day. Some still hope to one day escape this hellish existence and return to the proper city above. Those with the ambition, faith or perhaps sheer stubbornness refuse for it all to simply end here. Those few will shape the fate of not only Sephus 1 but all of Sephus and all those who dwell there, they just don't know it yet.

The numerous gangs that call the Underhive home are all violent in their own ways. Some relish in causing bloodshed through the use of blades, some worship all manner of technology and seek to become one with the gears, some wish to lose themselves within their darkest desires. But they all seek power. All are willing to fight tooth and nail for what they have and can get. Many of these gangs distinguish themselves though ink work that is luminescent, adorn themselves with crude emblems or all conduct themselves in specific ways. For example the Flesh Cutters are a gang whom only utilize bladed weapons. They prefer to be stealthy and quick leaving their victims with multiple lacerations but not always with the purpose to kill. After all, infamy is a currency in its own right and who better to spread it than those you've bested.

I plan for this RP to brutal but fun. Characters will face things to overcome that will change them. PCs decisions can drastically change various outcomes. Character growth will likely happen as the narrative shifts in order to adapt to the way things go. How the group survives and or thrives within the Underhive will be a journey in it of its self. The various Underhive gangs will play a big part as well. Some may become allies and other will be enemies.

Vices:
"There is no mercy; there is only the Emperor's Will." - Timaeus, even in exile, continues to enforce the Emperor's Law without question and applies it to all, regardless of the situation.

"Suffer not the Alien, the Mutant, nor the Heretic. Let no Traitor breathe the air of life." - Timaeus is driven to never abandon something and always follow it through due to his nature. When an asset is no longer of use to him, it will be terminated immediately in his quest to seek vengeance and restore the laws that have been broken.

Skills/Strengths:

"With Faith and Fire; with Blade and Bolter." - As a former Investigator, Timaeus has extensive training and proficiency with various types of weapons, often seen with a shotgun in one hand and a shock maul in the other when fending off his enemies in the Underhive. He can also improvise some weapons and explosives.

"No evil can hide from the light of the God-Emperor." - Timaeus is almost unparalleled in matters relating to an investigation, including things such as disguises, interrogation, and persuasion.

"Et ambulate in lumine Imperatore mihi, et ego non sum: nolite timere." - Timaeus is extremely knowledgable due to his upbringing in the Schola Progenium, and his experience has an Arbites has given him a sharpened mind for strategy in both the courtroom and on the battlefield. His knowledge covers a variety of topics, even some forbidden lore required to identify and hunt the enemies of the Imperium.

Weaknesses/Shortcomings:

"The Fury of the God-Emperor waits for no-one." - Timaeus has little-to-no patience for dealing with the perceived scum of mankind, and absolutely no patience for unsanctioned psykers and xenos. Their fate lies either in a solid projectile between the eyes, a shock maul to the thoracic cavity, or holy fire purging them from the materium.

"The Emperor's Will must be enforced." - A hunter, Timaeus pursues his objective above his well-being. He will not rest lightly in the pursuit of his goal, and only rarely will he consider putting others above the duty of the hunt.

"There is only the Emperor's Light." - Being raised by the Schola Progenium, Timaeus' social skills are, for lack of a better term, lacking. While he might still be more sociable than some Astartes, he's still very awkward and is terrible at being social when he's not undercover or in disguise.​

Backstory: Like many members of the Adeptus Arbites, Timaeus' story begins with his forced enrollment into the Schola Progenium after his parents, supposedly members of the Imperial Guard, died in service to the God-Emperor's glory. Sent to a schola on a shrine-moon in the Gothic Sector, the drill abbots and abesses molded a young Timaeus into a cunning warrior with an eager mind, someone more than willing to serve his Emperor as his parents had done. When the time came for him and his peers to leave the relative comfort and safety of the schola, the young man sought the wisdom of a drill abbot that had been his mentor for many years and, heeding his advice, chose to become one of the Arbites.

Upon his assignment to Hive Sephus-1, Timaeus quickly impressed his superiors and began to climb the ranks of the Adeptus Arbites as he enforced the Lex Imperialis and the Book of Judgement with all the fury and fire that should be expected from a devout servant of the God-Emperor of Mankind. Soon after rising to the rank of Investigator and proving his prowess with difficult shootouts and investigations alike, he found a new mentor in the personage of Magistrate Kaer Cordatus, the seniormost member of the Arbites in Sephus-1 and the seniormost officer of his Precinct-House. Magistrate Cordatus began sharing his wisdom with Timaeus, adding him to a small retinue of pupils amongst the Investigators, Intelligencers, and Proctors of Sephus-1 that he saw as having great promise to lead the Arbites in the future. With his new fellows-in-arms receiving training from Magistrate Cordatus, Timaeus' potential bloomed alongside that of his companions.

It was when the Magistrate was murdered, then, that things began to change around the hive.

Finding that their superiors were seemingly avoiding the murder investigation altogether, Timaeus partnered with two of his fellow former mentees, a Proctor named Sophia Ardentia and an Intelligencer named Mercer Celatum, to discover the responsible party themselves and enforce the Emperor's Will. After weeks and weeks of investigation, the trio concluded that the Hive-Lord Adesse Praxus was directly responsible given the Magistrate's investigations and upcoming court session between House Praxis and House Crassus. The Hive-Lord had been accused of murdering the scion of House Crassus as well as being responsible for the abduction of many of House Crassus' female members. It had been discovered that the scion of House Praxis was an unsanctioned psyker, one that took the women and used their blood in his failed attempts to summon the daemons of Slaanesh to the planet. The young scion of House Crassus, one Julian Crassus, had put this together before being murdered by the private security force of House Praxis, drawing the attention of the slain Magistrate.

Needless to say, there was a job to be done. With Proctor Ardentia's servo-skull recording their endeavor, the three Arbites snuck into the Praxis compound, judging those that they came across as guilty of heresy and treason before executing them in the name of the God-Emperor. Novis Praxis was a shriveled and disheveled psyker, an empty facsimile of humanity beginning to be tainted by the Warp before the three servants of the Imperium were able to kill him. But, it was not without the loss of Intelligencer Celatum to warpfire, the man sacrificing himself to get close enough to place a det-pack on the psyker's robes that Timaeus then ignited. When the two remaining members of the Arbites found the Hive-Lord and confronted him, it was too late. It seemed that Praxis had a man on the inside, as he was waiting with the new Magistrate, Magistrate Prins, and a small host of Arbites and the Planetary Defense Force. Outmatched and outgunned, Timaeus and his companion killed ad many of the traitors as they could before Sophia was struck down, with her servo-skull being hit and damaged. Cursing the Praxis family, he grabbed the damaged servo-skull and ran for the Underhive, seeking refuge where the Praxis' coconspirators were too prideful to go.

Seeing his wanted poster and his status as an exile posted across the hive, Timaeus swore vengeance for his companions and his mentor, awaiting the day that he can have the servo-skull repaired and its knowledge accessed to rain down the wrath of the God-Emperor on those who dared to stray away from His light. But, for now, he hid in the shadows, dispensing of villainous gangs and proper criminals with all of the Emperor's Fury.

Other: While Timaeus strictly enforces the Lex Imperialis, the exiled Investigator is kind to orphans and children caught in the fallout of its enforcement. He typically takes them to safe places like the shrines of the God-Emperor so that they can be brought out of the Underhive and have some chance at a better life.

Vices:
pride: leorpus is justly proud of his skill and will not allow his abilities to be down played. He will also not pass up an opportunity to show off
Coward: Leo is selfish to the point of his worth is more then all others. So if his life is endangered, he will run if it becomes apparent it is the best option to keep him alive.
Skills/Strengths:
expert marksman: the average guardsman could hit a man from 300 meters. But Leo likes to boat he can do the same at 1000meters, with iron sights. And if he can, he loves proving it.
A handsome trustful face: Leo is handsome, something that he usually uses to get his way with the fairer sex.

Backstory: Leopus had it all, a low born making a name for himself in the PDF. he was rumored to be promoted to sergeant in the next guard recruitment tithe. he had every marksmen award Sephus had to offer, he even had been first place in the Lord Governors 20. these awards and fame had earned him the nickname "the lion of sephus 1".
but he let that go to his head, and at the peak of his hubirs, he forgot where he had been born. and made a comment about the quality of assets upon one of the noble officers of the PDF. she did not take such a compliment kindly. Suddenly "the lion" was chased form his den. He was tried and sentenced to be banished to the underhive

The overall concept is acceptable but some tweaks will need to be made.
1. Aspirations/Goals: Everyone usually wants to survive. He needs something to work towards.
2. A little more elaboration on the backstory would go a long ways.

This isn't as important but is just a pet peeve of mine. That guardman in your image looks like he's 50 and or has seen some real shit. Doesn't feel fitting for a 25 year old PDF trooper Jamey Lanister.

Despite her initial disdain for the misuse of her talents by her fellow gang affiliates, she has come to enjoy cracking open as many locks and closed doors as she can, often getting herself into trouble in her youth and still does to this day.
"Just because you can't break in, doesn't mean I can't!"

"Oohhh!! That is so cool! What else can it do? How much does it weigh? What's it made out of? Let me touch it! Please? Please!?"

Ashara gets heavily sidetracked when it comes to a device or machine that she has never seen before. Whether it is of low or high quality, if she has never laid eyes on it before, she becomes heavily invested in it to the point of borderline obsession.

"People say 'if it ain't broke, don't fix it.' My retort? Well, love, they never said nothin' 'bout improvin' it."
As an active mechanic and creative mind, despite fully repairing something, she has never seen a problem in trying to perfect a device or machine by consistently upgrading it, whether or not the object in question even needs it. She is never satisfied with her work until she runs out of ideas…

With the only exception being her daughter, Ashara sees more worth In technology than she does in humanity for it weren't for their ability to craft, they would be lesser than animals. Due to this, she is not very enthusiastic when it comes to dealing with humans unless they have similar interests with her.

Skills/Strengths:

From the high quality equipment that her previous job provided, to the rusty wrenches found lying about in the junkyards of Sephus 1, Ashara has not once failed in repairing a device or machine that she has had remote experience with.

"Never underestimate someone who is Time-Rich and Cash-Poor."
Due to having a lot of time on her hands outside of her work, Ashara has never been one to rush her assignments. She has extraordinary patience and hardly ever jumps the gun on a project, due to the fact that she wants it to go as smoothly and as according to plan as possible.

"It's gonna take 'lot more than a padlock to keep me out."
Ashara has had a lot of experience with locks in her time. From simple keyholes to more technological locks. Even as a kid, one of her favourite past-times was she would lock herself out of her house, just to see if she could break back in. Sometimes she would do it during her married life, and if unsuccessful would wait for her husband to come home just to let her back in or have her child open the door for her.



Weaknesses/Shortcomings:
"I'll leave the fighting to you guys. But stop by if you need to fix anything."
Ashara has never been much of a fighter in the physical sense. She might be a strong-willed woman, however her hand-to-hand combat is not her strongest attribute. She would rather avoid combat if possible, despite her being somewhat of a heavy lifter.

"Hand me the metal thing. ... The one with the handle! Screw it, I'll go get- SCREWDRIVER!! The screwdriver!"
Despite being heavily adept in her mechanics, she never really learned the actual names of the more advanced tools in her kit. She knows them by shape and size, and can easily determine which is which, however she doesn't really recognize their names. To combat this, she sometimes gives names to her equipment for her own sake. This is primarily due to the fact that she taught herself a lot of the beginner forms of engineering in the junkyards when she was younger in the lower-class sections before she was married.
"And this one's Ragna, and this one's Juju! And... um... where did my Spitfire go?"

"Just...ugh...hah...Let me catch my breath."

Unfortunately for her, Ashara is slighty weaker than normal in her lungs due smelling the fumes from her welding and breathing in the occasional rust from time to time. When she's working by herself, she doesn't often use safety precautions like wearing a mask over her nose and mouth. She cannot run for very long and her lack of actual exercise limits her physical prowess, causing her to get either winded or light-headed if she exerts herself too much.


Backstory:
Living with her husband who happened to be within the Law Enforcer, and a very young daughter who meant the entire world to her, Ashara Flinch was a natural tech savvy woman who learned the majority of her craft through experience. From spending countless hours in junkyards tinkering with various mechanical objects in her childhood dream to build a robotic companion. She had even worked in her later years as a mechanic to help rebuild, fix, and craft various tools, machines, and other gadgets for those within her sector. Her skill even brought her some healthy competition within her workforce that boosted the morale of many of her associates and colleagues, making them one of the best manufacturers in their middle-class district. She learned all sorts of things, from how to install security prints to creating moving parts for her machines. However, not all of her workmates were friends in this case. A petty worker sabotaged some of her equipment, causing the machine she was working on to fall and destroy her leg when she began operating on it. Unable to work at the efficient level required by her superiors, Ashara's contract was thereby terminated. When the news reached her husband, he filed for divorced, claiming that he could not afford taking care of two additional people, leaving the home and child with her. Using the last bit of her money she could afford to spend, she underwent surgery to receive a cybernetic leg made of plasteel. Unable to pay for her household, she was evicted, and transferred, now becoming a lower-class civilian.

Needing to make use of her talents, she offered her talents in those in need of mild repairs to basic machines, to locksmithing. Anything that she could do to the best of her abilities to obtain money was a must so she could at least find shelter for her daughter. Nearly being a victim of a robbery, she talked her way into helping a gang member in assisting in even bigger game for a price. Taking her up on that offer, the gang allowed her to be their locksmith so they could properly break in and invade other homes and businesses for parts, money, and valuables that could easily be pawned off for even more cash. Whatever they made, she received a cut for her services despite ever involving herself in the actual act of thievery. This was much more of a frequent income than waiting for someone's machine to break down. Now being able to afford shelter and food for her daughter, Ashe's skill in her assisted theft was becoming even more refined, even going to the lengths of repairing broken locks and resetting protocols to make sure they didn't leave a trace. However, her next job for the gang, was a bit more dangerous than originally thought. After Ashara hacked through a cybernetic lock, an entire alarm system went off and the stationed guards came rushing to. Apparently, many reports had been filed enough to warrant an investigation, and the crew fell right into their trap. The leader panicked, and reached for his modified stub pistol and began to fire at those who tried to subdue him. Due to his antics, the leader and the members of his gang that did not retreat were gunned down. Ashara surrendering herself in the corner that she fled to was then knocked out and contained by law enforcement.​
