Since the beginning of history there have been humans who had what are referred to as superpowers. Earlier on in history these people were dubbed prophets or demigods, but they have become known as superheroes or superhuman in more recent centuries. They account for less than half of the population, though the number of them has increased, though that only being slightly. Recently, the government has determined that these people may only have the occupation of superhero. Throughout their entire lives they are told not only by their families but by their education that they're meant to take said occupation. Because of this, there is separation of those considered superhuman and those who aren't when it comes to education, which starts with them being put in different schools starting even in preschool. One of the most well-known of these academies is located in the city of Utopolis. Unfortunately, some of these people end up dropping out and becoming supervillains who threaten the stability of society.

Celia Martins, or Atomic Culture as she's known as in the public eye, is one such villain. She was born without arms, though her power to alter gravity and levitate objects and people essentially made up for that. She could write and pick things up, though her physical appearance caught many off guard. That didn't get to her too much as she got older, though. Eventually she got much more interested in history and science to care for what was expected of her, which ended up with her dropping out of Utopolis High School in her senior year, figuring the hero occupation wasn't for her. With that she quickly became a well-known villain, known for the small missiles stored in two large puffy sleeves where her arms would be. She wasn't too reckless with the use of these missiles and they weren't the strongest, for the most they did was shake buildings and break bones, but many fear she may be making weapons of mass destruction in privacy.
