SHIELD HQ, NYC

It was a beautiful day outside. Birds were in throngs, even in the city, and families abounded in the various parks. But there was one place that seemed to be.....quieter. More serious. It was a huge windowless warehouse-looking building, located on the outskirts of town by the docks. It really wasn't that unique to look at, which is why it was perfect for a place that was trying to stay undercover.
Inside, there was a parking garage for the many SHIELD vehicles, several small apartments for SHIELD members, an infirmary, a training area, high-security holding cells, and a cafeteria. In the center of it all was the control room, where the hub for the whole operation's power was located. The security feed, any information that couldn't be released to the public, and the like were kept there in secure files, heavily guarded by several field agents.
There was something else happening, besides the usual ruckus of the facility. Some new recruits were currently being transported there under high security to make up a new Avengers. Hopefully, this new group would be able to work together enough to eventually achieve their end goal- destruction of HYDRA...once and for all. And then they would become the well-functioning team that the original team had never been. But they had to arrive first. And then they had to meet their predesignated leader, who was waiting inside already.
Finally, one of the armored vehicles pulled into the facility and the door opened. A girl stepped out, her silver eyes scanning the place with wariness and suspicion. Her hands were clenched at her sides and she was dangerously silent. She seemed nervous about this. She finally listened to the directions of the agents that drove her there and sat down in a group of chairs waiting for the recruits.
Hopefully the rest of them would be here soon, because Luna wanted to get this over with.
HYDRA HQ, Sokovia

The HYDRA base hadn't changed much since the Avengers' attack on it before Ultron was created. Really, just a few major repairs and tech upgrades, as well as a heater. That addition was nice.
Indis was standing in the HYDRA base with crossed arms and a neutral expression as she waited for the last members of her 'team' to arrive. Outside, it was the typical weather for Sokovia- cold, with snow beating against the walls of the base thanks to the wind. She sighed and adjusted the sunglasses on the bridge of her nose. Where were they?
She was too impatient, perhaps. But she had been waiting for a long time and wanted to get this done as fast as possible. This new team had better cooperate with her. She did not have the patience for messing around with people. Once everyone arrived, she would make sure they all understood what they were here for, get them settled in...and then the next day, kick their asses in training. They'd have to prove themselves before she ever put them on the battlefield.
