It's 2037. It's been 20 years to the day since the first Duststorm.
The first one was small. A meteorite fell and broke open in Russia. Nobody thought anything of it.
Just over two pounds of Dust spilled out, and a breeze picked it up.
Then people started caring.

In months, shelters began to be built around the world. It didn't take much. One loose mote could wipe out entire cities, consuming them and their inhabitants in odd fountains of chaos and disorder that laughed in the face of natural laws and common sense alike.

Even in the shelters, life wasn't the same. It didn't take long to realise that even the newborn children were somehow different.

Eight years went by. The fear began to subside.
People grew braver. The Dust wasn't hanging over them anymore.
They opened their doors.
And the Dust was everywhere.
It too had multiplied, permeating the entire atmosphere.
The very air had become toxic, and the world had settled into something new.

But it couldn't kill everyone.
Just as the Dust had killed, it also brought new life.
And even that merciless Dust which killed millions, perhaps billions, before, could not kill the children.

New diverse creatures rose from the Dust, who bonded with it, could command it.
The natural laws were decided by the Dust now.
For that reason, these new beings, the Ashen, were more powerful than humans had ever been.

Dust
The Dust is a mysterious particle that came to Earth via meteorite, and has saturated the entire world in the space of twenty years. It randomly bends reality in strange ways and will kill any living thing that comes from a Dust-less environment in an instant just by being nearby, but appears to be sentient (although good luck trying to figure out any kind of motivation for it). It seems to be able to create its own life as part of its mysterious powers, and somehow rendered all humans born after it arrived Ashen, despite there not being a single mote of Dust in the shelters where they were born.

If the Dust in an area reaches a "critical mass", there will occasionally be a Duststorm that temporarily rends its surroundings into a bizarre, headachingly incomprehensible messes called "Neverlands". It usually takes around four days for Neverlands to return to normal, and they aren't especially dangerous once the storm has subsided. In fact, finding a fresh Neverland is often a great thing for Ashen, as it allows them to gather a lot of Dust very quickly. That is, assuming they're willing to deal with a lot of newly-animated monsters, which can be dangerous for those unprepared. Not to mention, while the Ashen can commune with the Dust, it is still fundamentally lethal to living things, and so anything caught in the Duststorm, Ashen or not, can be prepared to be distorted into non-existence.

The Dust is black, but glows in low light and when actively changing something. The individual motes are too small to see under anything short of an electron microscope, making any sample of Dust concentrated enough to be visible to the naked eye seem like "solid darkness", as well as being so small that despite the astounding quantity of Dust in the atmosphere, it's totally invisible in practical terms. It also doesn't appear to have any mass, and is nearly intangible, so it can't take solid or liquid forms, and any will it has is thus enacted by bringing something else to life.

Ashen
Beings that can communicate with the Dust. It's unknown what causes them to occur, but all life that can exist outside shelters is by definition Ashen, as the Dust will kill anything else. Even the grass is Ashen, which can cause curious things like forests that ensnare would-be explorers and statues that come to life to plant flowers. Ashen can utilise the Dust to manifest various abilities that are usually unique to themselves.

Dust is naturally attracted to Ashen, so it's easy for them to utilise their abilities under normal conditions, but it's not unheard of for them to go and gather Dust for the purposes of using more powerful abilities. As such, Dust is a precious commodity for the Ashen, and given that it is the one thing it is impossible for them to be able to synthesise, it is also used as currency.

Ashen aren't just humans, however. Even the ones who are human may have odd features, like strange eyes, animalistic features, or bizarre mutations. Some things are more subtle than others, but the standard of "normal" has long ceased to be come the Ashen generation.

Non-human Ashen include literally anything that the Dust has created or animated, the most notable among them being animated buildings, sentient forests, talking cats, and even creatures such as fairies and dragons.
Generally, non-human Ashen are hostile to humans by default, as they were not born of the Dust, only molded by it. It isn't unheard of for humans to tame, befriend, or command non-humans, however, as it has always been since the first smart monkey jumped on the back of a sabretooth tiger.

Non-Ashen are restricted to underground shelters, which Dust, as a component of the atmosphere, normally won't enter. They are, on average, equipped to support a population of 5,000 for 50 years, but most shelters are just a little over half-full, since the shelters were built to outlast the Dust. It doesn't look like that's going to happen.

The world is still young for the Ashen, and there is plenty to explore. Who knows how accurate those old maps still are with the Dust around? There's only one way to find out...

Just wondering: does this RP have an end goal in mind, or is it more of a sandbox?
 
There is a plot, but I'm keeping it quiet for the moment on the basis that the characters themselves won't have much idea what's going on once it starts. Part of the point is figuring it out.

There were nine of them in total with specializations ranging across multiple scientific disciplines; Markus and Reina Aspel were the foremost specialists in Xenobiology and Virology within the borders of the US. After the first Duststorm, the team was the first group evacuated to a Shelter, a specialized facility designed to allow the scientists to continue their work. Smaller than most others by about 25%, it held roughly a third of the possible populations for other shelters, most space being taken by equipment.[/BCOLOR]

[BCOLOR=transparent]They were kept abreast of what happened outside the shelter by a series of monitors that lasted for 4 years before the broadcasting networks were all down, the aboveground transmitters rendered useless by Duststorms. At that point, they were focused not on weaponization but on finding a way to survive. Techniques were developed, tested, failed, and lives lost in the process, but at the same time, new lives were gained. Julius was the first child born within the confines of the shelter.[/BCOLOR]

[BCOLOR=transparent]It was obvious that there was something different about the child: strange alien lettering crawled across his skin in various places, twisting and turning in the skin itself as though it were alive. The runes covered his upper chest and back, as well as his calves, neck and left forearm. While there were no linguists in the shelter, there was a diverse staff that none of whom had an idea of what the symbols were, even drawing upon fantasy and fiction works. There appeared to be no trace of Dust in him though so he was deemed a curiosity rather than a danger.[/BCOLOR]

[BCOLOR=transparent]The testing continued for a decade more and by this point, the original team was down to 3 members, including the Aspels. They had one final project that they hoped would succeed in innoculating themselves against the Dust. With any and all volunteers gone, they had resorted to self experimentation and this was their own downfall as exposure to the Dust killed them, the final measure dead in the water.[/BCOLOR]

[BCOLOR=transparent]With no more resources, let alone scientists who could use them, the labs were repurposed into hydroponics farms to grow crops and the last remaining scientist, Dr. Amy Rollins, took Julius in. Dr. Rollins had been Reina's friend since high school and had known Julius since before his birth. Over the next few years, they observed the Ashens of the Shelter and their ability to go out into the Dust, prompting investigations into their immunity as well as their appearances. Julius himself was suspected to be an Ashen, though his appearance was not quite as pronounced as others who had horns, claws and the like. It was found that he was fully capable of leaving the shelter without any adverse effects, prompting him to explore nearby Neverlands as they formed. Over time he absorbed the Dust and one of his natures was revealed as shortly after he came back, the entire Shelter succumbed to the effect within a few days, except for the Ashens.[/BCOLOR]

[BCOLOR=transparent]The young Ashens were quick to try to find someone to blame, but without much knowledge and a lack of adult leadership, the group fell apart quickly, ending in the desertion of the shelter by all. Julius went his own way alone, blaming himself for what happened at the shelter as that was the only reasonable conclusion, proven by his own experiments.[/BCOLOR]

[BCOLOR=transparent]Personality: At his core, Julius has an inquisitive nature. He is constantly looking for new things, restless, and seemingly always on the move. More so than this, he loves finding out how things work, taking them apart and then putting them back together or reassembling and restoring items. We're all good, with a few exceptions surrounding his abilities. I've mentioned it a couple of times, but all signs point to the Dust having zero mass, making it pretty damn useless for making basically anything. Any weapons would just phase through their target, and armour wouldn't block anything.

Oh, and Ashen beasts, like Ashen humans, aren't actually made of Dust. The Dust brought them to life, but they are, for the most part, flesh and blood, with a few exceptions, who just have the ability to commune with and utilise the Dust.

Lastly, there's a teensy inaccuracy in his Dust Absorption power... Specifically, exposure to the Dust doesn't cause non-Ashen to become sick. They just die. Instantly. No symptoms, no warning. One grain within a few dozen yards of them and they just drop dead. Some of them may spasm for a second or two, maybe a couple spontaneously catch fire, I don't know, pick something funny, but it's far, far more deadly than terrestrial toxins. Which means that there's a good chance Julius himself may simply drop dead if he absorbs too much. It would have to be a lot though, so that'll probably never happen, especially with his limited capacity. How much is that limit, by the way?

If Dust has zero mass, then how is it collected? I'm fairly certain I read something about it being able to be collected and if that's the case then it has to be stored in something and since it doesn't appear to be a form of energy, then it has to be matter which would have to be stored in something with a lack of volume within it's confines, like a bottle or jar, and then filled to capacity, otherwise I have an infinite container of Holding which would be the most broken shit in the world. I can assume you're a reasonable GM so an infinite container of Holding is out of the question which puts a limit on how much can be placed in a container. This means that there is a volume cap on these containers which contain Dust and since volume requires mass, Dust has to have a mass. Now this mass may be too small to read on human instruments or be near the zero asymptote, but if Dust can be gathered, collected, amassed, whatever synonym you like, then it must have mass, even if it is infinitely small. I realize that this is way more in depth than most would think but it's my logic train on the matter.

Alright then, I may just use the dust in this case as a grafting component to retain the idea of the ability.

That is part of his absorption in that it is encased within him. It slows it but can't stop it, much like how an old rubber seal can't stop all the gas leaking out. In this case, it's about the Dust that is 'leaking' slowly making its way through the shelter, not slowly killing each individual; I realize that the way I wrote it made it seem like it is a slow death but it's really you have severe flu for about 5 seconds and then you drop dead (actually extreme organ failure but the lungs are the most obvious[and that might be a little more creative liberty with the premise than you like, it was an assumption on my part based on the sudden death - complete organ faiure seemed the msot likely cause biologically]). Nowhere to run, nowhere to hide, but the suspense is killing you.

Ooh, critical thinking. Alright, I'll indulge.
The nitty-gritty of the matter comes down to the Dust being attracted to Ashen, who can commune with it and control it. The thing is, yes, one can theoretically store unlimited Dust in a tiny vial or something, but because it has no mass, Ashen can't pick and choose how much to expend. If they use stored-up Dust, they have to blow it all at once. So, to counteract this, Ashen tend to carry around multiple containers with different amounts of Dust in so they can increase their abilities by an amount appropriate to the situation. Perhaps the difference between Julius's power and just carrying around an undersized jar is that he can scale his usage?

The reason that it can be affirmed to have zero mass, by the way, is that outside of the influence of the fundamental forces, grains of Dust act on the microsopic level almost exactly like charged photons that repel each other, thus causing the Dust to form a crystalline lattice throughout the atmosphere that's constantly being churned up. Their reality-warping properties, however, mean that they sometimes have no other option than to clump together (e.g. in Neverlands), so in these cases they generally act more like clouds of sand on a macroscopic level, hence the name.

As for the storage, that's absolutely fine. In fact, I'm pretty sure it's the most likely scenario. As for his storage cap, though... Speaking in terms of how much he can boost himself with it, how much Dust can he keep contained in his body?

Alright though, I can see your reasoning for the Dust but it brings up several other issues. If it's interactions with matter are like with charged photons, then that would make it act as though it were energy and while his armaments may not be solid armour or weapons with this, I could conceivably make an energy beam cannon and bore a hole through anything. Or just forgo the cannon part entirely and fire pulses of energy from my palms, have an energy blade, or armour that vaporizes incoming projectiles on contact. Or eyelazers. Everyone likes eyelazers.

Well, without mass, I can't give you that kind of measurement or a volumetric measurement either, especially since it's been established that I can shove infinite Dust into a phial. By that, I could shove infinite Dust into Julius but that's not feasible. So the question is, how do we measure Dust to give him a limit that isn't a a qualitative limit like 'fuckload?' But not an arseload because that can still be conceivably quantitative though subjective based on individual biology.

Yeah. You could.
The only thing in your way there is the issue of the subtly different laws of physics that render all past technology more advanced than sailboats completely useless.
That's the main reason that the Dust doesn't allow for massive technological advances: electricity, gunpowder, oil... None of it works the same way it used to, so the largely erroneously-educated Ashen outside will be starting from square one in terms of technology, having to rely mostly on the abilities of the Dust itself.

While Ashen can't directly command the Dust, they can use it to do what you suggested with actual energy, albeit in a simple fashion. Viral's character, for instance, can functionally turn his arm into a lightsaber. For Ashen that can do it, eyelasers would likely be child's play.

It's obviously very difficult to quantify Dust, but for OOC purposes, we can discuss it in terms of how much he can amp his powers with it. For example, maybe he can increase the mass or "attack power" of his armaments by up to fifty times, or something like that.
 
So then, if I am reading this correctly, I can treat the Dust as a Kineticist would: energy blasts, simple weapons and armor. Obviously a non-Seele Schneider chainsaw would not work but an energy sword can and basic energy blasts will work but not a fully functioning crossbow. I am now thinking about Quincies.

As for limitations, that sounds like a decent way of doing so. Of course, if we make Julius' innate ability that to control the scale of usage, then such a quantitative measure becomes pointless as the result will always be a variable instead of a constant all-or-nothing. We could always go into the realm of d20 systems for PP stuff but that's a lot of bookkeeping and would require other players updating things as well. I suppose we could always give him a flux pool of say, 100 FP, that can be used. For example, if a full, unscaled energy blast is equivalent to a 5, then his abilities have a base of 1 and if he adds 4 FP it becomes the same as a full blast. But this requires a lot of math and bookkeeping.
 
To put it in RPG terms, you would more treat the Dust like mana. The Dust itself cannot be controlled directly, but can be influenced to warp reality in certain ways, like creating matter or energy.

To be honest, I'd kind of like to keep this out of dice realms to focus more on the plot than coming up with a combat system and, as you say, math and bookkeeping... I was just suggesting we count his total capacity in terms of "if he blew his storage limit all at once, how much can he buff himself by?".
 
I have a question:

If he did buff himself by blowing all his Dust, would there be a negative effect on him? Assuming there's a decent amount of dust involved.
 
Excessive expenditure of the Dust can cause Ashen to experience symptoms similar to that of anaemia and pneumonia for a while, depending on the endurance of the Ashen in question. Usually that means around an hour or two, but it can vary.
 
You mentioned that Dust is used as currency. How exactly can it be measured? It's presumably mass-less and has no discernible features other than that it's pure black when concentrated.
 
Good question. Ashen can naturally sense the concentration of Dust, for however much that actually means. As I say, it's extremely hard to actually quantify, but it can be perceived in terms of "more" or "less", so much in the style of the merchants of old, bartering and such is the norm.

Appearance: She's a half-snake half-human with a 17 foot long snake body covered in deep emeralds scales, and her human portion begins at around her hips. She has shoulder-length black hair and dark amber eyes. Typically she's wearing pale brown wrappings around her upper body, as well as a few cloaks draped down her lower half.

She has a large wooden staff. Seemingly handmade, and of mediocre quality. Various wrappings and baubles hang off of the staff as memories from her travels. The wood it's carved from has a very rich brown coloring with lighter highlights swriling around the knots and imperfections in it.

Her equipment consists of many satchels, bags, and bottles strapped to her that are carrying a variety of things. Ranging from supplies to small caches of dust she's managed to scrounge up.

History: She was removed from the shelter she was born in around the age of 10. Over time she had begun to take up more and more space, as well as her appearance being generally unnerving to the non-ashen. This made it essentially impossible to stay. Resulting in her leaving out of shame, and for her own safety. She spent most of her days from that point roaming aimlessly, surviving due to her stunning ability to control the movement of heat-energy in any object or being. She was unable to generate her own body-head, and out in the colder climate around where she originated this would have spelled death for her under normal circumstances.

After some time, being alone had been the source of much self reflection. She found herself incredibly interested in the integrity of the mind, and the nature of the world around her.

Personality: She's very calm and inquisitive. Maybe prone to being a little too trusting of others. Most of the time she's quite upbeat. Especially when she's in a particularly warm climate. Often she'll spend her free time learning about the area she's in. Getting lost in thought whenever she finds something of interest.
Whenever meeting strangers, she's generally open and happy to meet them despite their appearance or mannerism. However, even though she's unwilling to engage in combat, she's not a stranger to fighting. Typically wrapping her body around the aggressor and squeezing them until they lose consciousness. Where she can avoid death, she will.

Likes: Warm climates, various fish-like meats, small creatures, small spaces that she can curl up in, water

Dislikes: Cold climates, aggression, death, overly bitter food.

Skills: Constricting people with her snake-like body. She can make a mean fish fillet. Also isn't too bad at making clothes, or woodworking.

Abilities: She can actively move heat from certain objects into others (as in transferring it. Not creating it.) Though the limits of this ability are that she cannot move massive mounts of heat at a time, and it gets significantly harder to do so with extremely high temperatures.

How much heat is a "massive amount", by the by, in terms of things to compare it to?
 
Probably anything above 300 degrees Celsius is when it would be significantly harder to move the heat. She'd also have trouble transferring more than 100 degrees at a time without causing strain.
