Are there any roleplay mentors / people I could talk to for suggestions?

Sort of what it says on the tin. Are there dedicated folk who are willing to help me figure out or draft characters and settings? I don't have a lot of good people to bounce ideas off of, and I prefer to do this sort of thing in private conversation.
