Interesting character, but I just have a concern with one of the powers, the durability and regeneration.

How long would different injuries take to fully heal? Things like a shotgun blast straight to the face, loss of a limb, decapitation?
It depends on the complexity of what's damaged and the actual size of the wound. A shotgun blast to the face is probably going to knock Lucian on his/her ass and put them in a coma for a while, assuming you meant at point blank. Depending on what kind of ammunition used, it could kill them. Decapitation would be death. Loss of limbs would take months and medical care, but could be mended.

In short, severe brain damage still has a decent chance of ending their life, but only because the body can't take orders to heal itself without a brain. Healing periods for things on the scale of loss of an organ or limb reach into months, while nearly anything else can be measured in weeks or days.
And perhaps the speed cap is a little high. A man running two hundred miles an hour? And having regeneration and superb endurance? He would only have to run into you at that point to flatten you as if he were a cannon ball.

I mean, Lucian could do that, but it would probably break him as much as the person he runs into. He's not that durable. I was a bit vague.

If he isn't durable enough to hit someone at that speed he isn't durable enough to survive the friction, which would tear his joints apart. I'm just saying he seems to be half flash and half wolverine, in a situation where both powers are viable alone. He can outrun a car and normal bullets won't penetrate his skin?

He is supposed to be Flash-ish and Wolverine-ish, but less powerful in both areas as compensation for having a wide range of strengths. The amount of damage firearms do is fully dependent on the caliber, ammunition type, and muzzle velocity of the used.

All that set aside, I'll happily halve the speed cap.

I think 100 is a reasonable speed cap for an amalgamated character.
 
Alright, if Ace has no objections I believe those are all good limitations.

Just have him in there with the group of Syndicate recruits getting the tour of place when the alarm goes off, then have him either go see the action or stay at the compound.

I would post to keep things moving along smoothly but I'm not sure if I should wait for Infinatus or just go.

Alias - Green Eyes
Faction - Collective

Age - 20
Birthplace - Las Vegas, Nevada
Occupation - Villain/Gambler/Casino Owner
Appearance - Long wavy brown hair, glowing green eyes (contacts or not no one knows, anymore), tan complexion. He appears to be just a tall skinny young man, with hair that is too long.
Height - 6'5
Weight - 117 lbs
Apparel - Black: flip-flops, shirt, zip-up hoodie, cargo pants.
Weaponry - None
Equipment - Ornate ebony cane, with gem encrusted gold die on top. He has a Rolls Royce Wraith for personal use, as is his style it is entirely black, one of the only things he ever let himself waste money on.

Powers - Luck manipulation. For ease of understanding I have named and leveled some of his power abilities. The examples just that, examples not a comprehensive list of everything that can be done because of that ability.

Gambling: the weakest of his powers, V can decide the out come of events that are entirely up to chance, such as a coin flip or die roll.

Poker: the next level up, V can manipulate the outcome of things, less reliant on chance such as cards dealt in a certain order, or causing an assailant to miss their attacks.

Golden Fiddle: (Nothing to do with fiddles or gold) His ability to cause himself to be extremely lucky means he can play an instrument randomly, (ex: guitar: Just plucking strings at random) and create actual music. (Think of the monkey/typewriter theorem.) The longer he plays the more mentally exhausted he becomes from using his powers, to the point of blacking out.
Subset, no name: Like the above but instead of music it applies to painting.

Lucky Day: the next level, and first passive ability, V channels the good luck from those around him, into himself. This does not affect them greatly, as he doesn't drain very high amounts of their luck, but a little from each person.

Redistribution: the first of his active draining skills, V drains a high amount of good luck from a person. The victim will notice a change immediately, as they may forget something, or suffer a minor health problem such as sunstroke. The effect lingers on them for 24 hours, and is quite effective as a form of revenge. V could then channel that luck into himself, or direct it to channel into someone else.

Jinx: the next level of his ability, requires the target to touch something V has touched. A common contact item. Jinxing someone is a guarantee that harm will come to them, in the near future, and drains their good luck for the next 48 hours. When initiated sets a Hex on someone else, if someone other than V touches the common contact item next, they will be the Hexed person.

Hex: the same level as Jinx, this too requires a common contact item. Hexing is the reverse of Jinxing, but when initiated sets a Jinx on someone else, if someone other than V touches the common contact item next, they will be the jinxed person.

Token: causes an item to increase the good luck or bad luck of whoever it is the possession of. (Only works while it is on their person.) Would be good to develop to help other members of the collective, or as a way to idly cause mayhem, jinx a coin and put it into circulation. This power is not yet accessible.

Totem: causes an item to set a jinx or hex on who ever touches it. This power is not yet accessible.

Pulse: a ranged version of Jinx and Hex, but without the ability to target it. This results in a wave that radiates from V, in a circle, and spreads out for about twenty yards.

Limitations - The more he uses his active powers the harder it is to focus, and he needs to be able to focus on what he wants, if not his powers cause chaotic results.(Some limitations were included in the description of the powers because I forget this section was here.)

Skills - He's a good driver, and a crack shot with a rifle.

Weaknesses - His own body is his worst weakness. He's a weakling, and can't run for long distances. His powers can backfire, and have unintended consequences. (Ex: He pulses a jinx, but the jinx also applies to his allies, thus hurting them as well as his enemies. [Since he is at the epicenter it doesn't affect him])

Morality - Neutral Evil

Personality - Self-confident, thoughtful (in as much as he thinks before acting), quick-to judge. He acts aloof and distant from the world, but is really just apathetic.

Bio - V was born in Las Vegas, and lived there for the first few years of his life. His parents were gamblers and were constantly in a state of financial flux. V would spend his nights running around the city, he took advantage of everything he could to make his time enjoyable, and the only time he didn't spend on himself was when he was at school. He had learned rather quickly from his parents the ins and outs of gambling, he knew that even if you knew how to cheat, you still were leaving a lot of things to chance.

When he hit puberty he started to develop powers, he didn't notice it at first, but he did notice that good luck and bad luck seemed to magnified around himself. His parents started to win more money, but they would go the next day and lose everything they gained and more. He was also not growing like a usual man-child, and they took him to the doctor to find out why. He was taller than his classmates, but weighed less than all of them. The doctor made a startling pronouncement after a series of thorough exams, V had been born with a genetic disease that afflicted one out of three-thousand. There wasn't anything they could do, and it seemed like most of the side effects were not showing up.

When V was 18 he graduated high school, had learned how to control most of his powers, and was tired of the gambling ways of his parents. He snuck into a casino and cheated his way into winning all that he could. After being taken in and questioned, and hours of video footage reviewing they had to let him go with his winnings. He bought some tickets and took a flight to New York.

In New York he used his powers to become infamous among casinos, he had developed a following, and referred to those who cheered for him as Unluckies. Outside of gambling he lived a rather misleading life, he lived in a simple apartment, wore simple clothes, and ate at cheap restaurants most of the time. Soon though, he was banned from all the local casinos, the rest followed suit quickly, since the next one he went to was out of business when he left.

He had money, a good life, and was pretty well known, but for him that wasn't enough. Being banned from the casinos was a challenge of his power. At 19 his followers whispered words in his ears, What of that casino, they have less money than you? The idea came to him that to keep his power, he would take over a casino himself. After a little paperwork, and a fraction of money from his bank account V now owned a casino. He let an older more experience follower of his handle running it successfully. He hadn't not gone to school to run a business.

He called it Ace High, and would use it to drain people like his parents, he never let anyone win as much as he did a pulse down from the top floor kept his money secure. With the casino came a new problem though, thugs and criminals. More challenges to his power. He hired some security, more of his followers. The Unluckies became his gang, and the casino his headquarters. This was the gateway drug to other crimes. His gang spread out from the casino, only a few blocks, but enough to attract the attention of the Collective. A card came to him, he would have ignored it, but fortune was on his side.
